Attachment 5: Decree Law----Security Guard Services Attachment 4: Subcontractor Consent Form--Security Guard Services Attachment 3: Past Performance Questionnaire--Security Guard Services Attachment 2: QASP: Quality Assurance Surveillance Plan--Security Guard Services Attachment 1:PWS Documentaton--Performance Work Statement--Security Guard Services Solicitation Documentation SF 1449 The solicitation is classified under North American Industry Classification System (NAICS) Code 561612, where the government reserves the right to award to an offeror with a different NAICS code. The purpose of the security guard services is to provide a proactive presence, a deterrent and focus on identifying and preventing terrorist/criminal activity, (i.e., damage, accidents, assaults, sabotage, espionage, theft, unauthorized access, etc.) directed against facilities, grounds, property and personnel before it occurs. In this requirement, security guards shall maintain a constant presence in and around the vicinity of the designated areas of responsibility, remain vigilant and alert proper authorities of unauthorized or suspicious personnel, activity and/or vehicles. The designated areas of responsibility will be further specified within the performance work statement, which will accompany the solicitation. The government intends to evaluate any offers received using lowest price technically acceptable (LPTA) and shall award a firm-fixed price contract as a result. The government reserves the right to award to other than the low offeror if that offer is found to be the lowest price technically acceptable and is the overall best value to the government. The request for proposal (RFP) package is now available for downloading and viewing at Federal Business Opportunities (FBO), http://www.fbo.gov. The pre-proposal conference/site visit is scheduled at Lajes Field and advertised via solicitation. The RFP package is available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, performance work statement, and any other subsequent attachments will not be provided in a printed paper format; however, the government reserves the right to revert to paper medium when it is determined to be in the government's best interest. Questions related to this project must be submitted in writing to 65 CONF/LGCB, Attn: SSgt Calvin R Ishee, Unit 7775, Bldg. T-615, Room 208, Lajes Field, Azores Portugal 09720-7775, or e-mail to: calvin.ishee@lajes.af.mil. All interested offerors must have signed up with the Central Contractor Registration through www.ccr.gov. (CCR sheet.doc, Nato Cage.doc and Duns.doc not included), but if needed can be requested via email to the point of contact identified above. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the request for proposal through their e-mail addresses. No telephone requests will be accepted.
