Description
THIS IS A REQUEST FOR INFORMATION. The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is seeking sources capable of successfully performing the requirements associated with Operations and Maintenance (O&M) services at NOAA's Western Regional Center (WRC) located in Seattle, WA. The Government is especially interested in responses from firms which are both capable of performing the work described within this notice, and which are certified by the Small Business Administration (SBA) as small business concerns. The WRC includes nine buildings encompassing over 600,000 square feet of various types of occupied spaces including pier functions. Operations and Maintenance services are required 24 hours per day, 7 days per week, and 365 days per year. These services perform day-to-day functions to maintain, operate, and repair all building systems and components; maintain facilities-related vehicles in a safe operational condition; conduct daily shipping, receiving, and campus warehousing operations; augment the Security Office in matters regarding the issuance of key cards and keys at the WRC; move equipment and furniture within the buildings; and provide systematic control and storage, transportation, processing treatment, recovery, and disposal of hazardous waste in accordance with federal, state, and local regulations. Additionally, pier operations are provided to NOAA ships and chartered vessels using the pier at the WRC to include oil boom opening and closing, and connections to shore utilities as necessary. Services also include elevator inspections and maintenance repair, energy management control system maintenance, indoor plant maintenance, building and window washing, and pest control. Other objectives require the following services to be performed: • Operate and ensure operational effectiveness of all facility physical plant equipment and facility systems to ensure daily operation/availability of the WRC for all NOAA personnel and programs; • Maintain WRC buildings and facilities in an operable and safe condition for daily use by NOAA personnel and programs; • Provide maximum comfort for building occupants by operating the heating and cooling systems in the most overall energy efficient and economical manner and with minimal disruptions to tenant activities; • Improve operating efficiency of mechanical equipment (e.g. HVAC, chillers, cooling towers, etc.); • Apply preventive maintenance procedures to reduce chances of premature equipment failures; • Provide for periodic inspection of building systems to avoid emergency breakdown situations; • Staff and operate a warehouse and shipping and receiving operation; • Provide environmental management support to ensure regulatory compliance. A competitive Request for Proposal (RFP) resulting in a firm-fixed-price type contract for services is anticipated. The anticipated contract performance period will be a base period of one year, with four one-year option periods. The NAICS code for this requirement is 561210 and the small business size standard is no more than $35.5 million in average annual revenues over the past three years. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements related to the Operations and Maintenance at the Western Regional Center. If your firm is a small business concern and is interested in competing for this requirement, please submit the following information to the Contracting Officer as indicated below: 1) Your firm's DUNS number & CAGE code; 2) Identify your firm's SBA-certified small business status as applicable: Small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or a women-owned small business concern; 3) A capabilities description including a brief description of your firm's recent past experience (within past five years) performing operations, maintenance and technical support relevant to the similar magnitude to the work required to perform the requirement as described within this notice. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified in any submission in response to this notice. Properly identified proprietary information will be safeguarded in accordance with applicable Government regulation(s).
