- Pre-Solicitation Notice Replace Building Automation System Phase 2 Project: 437-12-106 Contractor to provide all resources including, but not limited to, materials, labor, parts, and equipment necessary to complete project 437-12-106 "Replace Building Automation System Phase 2", in accordance with the plans and specifications. The project is located at the Fargo, ND VA Health Care System. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. Work shall include, but shall not be limited to: demolition of all existing system wiring and components noted, incorporating system components to remain in place with the new system, new construction, mechanical, controls and electrical work. Work shall involve installing an integrated replacement system infrastructure utilizing server based applications and achieving Direct Digital Control at terminal points. The primary system shall include a PC supported Front End and be licensed and hosted on a server to allow system access from any networked PC. The replacement system specified can be an expansion of the current Trane Tracer Summit system, or any other system as approved by VA technical review. Any selected replacement system must have the ability to operate using both BACnet and LONworks language to ensure the highest degree of flexibility possible. Open source protocol is necessary for allowing the VA authorized personnel to modify system characteristics as necessary to respond to change. Work shall include the changing controls on the chillers, pumps, air handling units and associated components and more as required by contract documents. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 180 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $500,000 and $1,000,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in CCR and ORCA prior to award: http://www.ccr.gov and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. Proof of bonding will be required at the submission of bids. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or before 22 May, 2012. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
