- GSA intends to issue a modification to extend contract number GS-11P-07-YT-D-0466 with the incumbent, ODOI Associates, Inc., to continue providing operation and mechanical maintenance services and repairs (O&M) for the Federal Aviation Administration (FAA) at the Orville and Wilbur Wright Buildings at 800/600 Independence Avenue, SW, in Washington, DC, for a period of six (6) months, pending award of an appropriate permanent follow-on contract. The extension will be effective from May 1, 2012 through October 31, 2012. The statutory authority permitting other than full and open competition is 41 U.S.C. § 253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subsection 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. There is insufficient time for GSA to award a follow-on contract without suffering an interruption of the critical building services provided by the incumbent. Any interruption of O&M services at the facilities will compromise the safety, health, and comfort of the FAA occupants of the facilities in addition to impacting the operational mission of the FAA. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No contract will be awarded on the basis of responses to this notice, but responses will be used to determine if a comparable source is available and more advantageous to the government.
