- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the International Slurry Surfacing Association (ISSA) to develop three Web-Based Training (WBT) courses that will focus on proper construction techniques and processes that a contractor needs to do in order to provide a quality, long-lasting product. From an equipment operator's perspective, the WBT course areas will provide details on: 1) construction of a high quality micro-surfacing overlay, 2) construction of a high quality slurry overlay and 3) how to store, transport and apply sprayed asphalt treatments (i.e. chip seal). The ISSA is the recognized national and international expert in the construction and use of slurry seal, micro-surfacing and chip seal technology and is the only entity recognized by multiple groups as having the technical details in asphalt slurry surfacing. Additionally, the ISSA is the only group, consultant or association that has the needed specialized technical information. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $130,000; the anticipated award date is May 11, 2012.
