- The USDA Natural Resources Conservation service intends to solicit and award one (1) firm fixed price service contract for administrative services. Services include labor and supervision necessary to review and consolidate, as required for official permanent record, as many as 1100 conservation easement case files; verifying and if necessary updating/entering pertinent information from each case file into a national database. The solicitation will be set-aside exclusively for Woman-owned Small Business. The Request for Proposals will be made available on the Federal Government Point of Entry, www.fbo.gov on or about May 18, 2012. Paper copies will not be issued. Proposals are expect to be due thirty (30) days after the solicitation is issued. Proposals will be evaluated based on Factor 1 - Experience and Management, Factor 2 - Approach to Accomplishing Work, Factor 3 - Past Performance, and Factor 4 - Price. A pre-proposal conference to review the scope of work will be scheduled and specific information included in the solicitation. The contractor will be required to comply with all HSPD-12 security requirements. Prior to contract award, contractors are required to be registered in the Central Contractor Registration database. Firms can register at www.ccr.gov. Contractors are also required to be registered in the Online Representations and Certification Application (ORCA) https://orca.bpn.gov/ or submit a manually completed FAR 52.213-3 with their proposal. All responsible sources are encouraged to submit a proposal which will be considered by the agency. Anticipated contract award date is July 6, 2012 with performance to begin immediately thereafter.
