Description
RAIL MANAGEMENT SUPPORT (RMS) The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate/TCAQ-R anticipates issuance of a solicitation on or about 25 April 2012 to provide rail management support services. USTRANSCOM is pursuing the acquisition of rail management support services for the Defense Freight Railway Interchange Fleet (DFRIF). The DFRIF consists of DoD owned and operated freight cars registered for operation in interchange service in North America. The contractor shall arrange for the distribution and placement of empty rail cars for loading at military facilities; provide in-transit visibility (ITV) for all loaded military, DODX, and empty commercial car movements; and the development and collection of statistical analysis for loaded and empty car movements. This rail management support requirement will utilize a Full & Open Competition acquisition approach with a best value source selection award. The performance-based contract is for a Period of Performance (POP) from 7 December 2012 - 30 September 2017, with a 10-month base period and four 12-month option periods. The Government intends to award one Firm-Fixed Price (FFP) contract. The Government will review each offeror's proposal against the following criteria: Technical Capability, Past Performance, Small Business Commitment, and Cost/Price. The applicable North American Industrial Classification System (NAICS) code is 488210 - Support Activities for Rail Transportation-and has a Small Business Size Standard of $7.0M. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. Be advised that all interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award.
