Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure a 5-shelf stand-alone zebrafish rack system with life-support equipment (tanks, filters, etc.) from Aquatic Habitats. The Institute intends to purchase this equipment by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The lab in NIAAA currently has one Aquatic Habitats rack system and requires a second system. The existing system has been used for previous published studies. The same system is necessary to make conditions of experiments comparable. A different rack system might introduce an unexpected variable which would have a negative impact on research. Having the same system will be cost efficient to the government by making maintenance less laborious. The following items will be purchased: 5‐shelf Tall Stand‐Alone System, 120V/60Hz (QTY 1) to include: Support Rack 316 L‐grade 1" tubular stainless steel support rack with leveling feet Open rack frame provides optimum accessibility to tanks, drain gutters and water distribution valves. Water Flow Control Magnetic drive, continuous‐duty rated, quiet‐running, energy efficient water pump High quality, fine adjustment ball valve with on/off flow control to each tank Pressure relief valve prevents flow variation on system during tank flow adjustment Emergency by pass feature allows full flow to continue to culture tanks during service or repair Polycarbonate Tanks FDA approved clear polycarbonate tanks Blue‐tinted polycarbonate lids and baffle inserts to reduce algae growth Cage washable (82.2 C°) and autoclavable (121 C°) 3‐piece tank assemblies (lid, tank, baffle) are easy to clean and maintain with minimum recesses and no complicated parts Tank form and baffle insert provide self‐cleaning flow design for removal of settleable solids Easily removable with molded feet for securing into position on racks Tank positions on racks allow access within tanks while tanks are on the rack System design accommodates up to 10 adult zebrafish per liter of culture tank volume Recirculating Filtration First stage mechanical filtration: 120‐micron filter pad Second stage mechanical filtration: 50‐micron filter cartridge Combined moving and submerged‐bed biological filtration (over 90 m2 of surface area) Significantly over‐sized biological filtration capacity Activated carbon to adsorb volatile organics and other contaminants and optimize water clarity UV disinfection dose of 110 mJ/cm2 at end of lamp life (12 months). UV side‐mounted for easy access and serviceability. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before May 7, 2012 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-12-040 will be available ten days after the publication date of this synopsis. Receipt of quotations will be due seven days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature. Any questions regarding this announcement must be sent via email to muckt@mail.nih.gov and must include solicitation # NIH-NICHD-12-040 in the subject line of email.
