Description
PRESOLICITATION NOTICE (ANNOUNCEMENT)HOT SPRINGS NATIONAL PARK, GARLAND COUNTY, ARKANSAS: HOSP 168597 This procurement is a Total Small Business Set-Aside. As such, all responsible Small Business sources may submit an offer in response to this solicitation that will be considered. General: The National Park Service, Department of Interior, will be soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov on or about May 22, 2012. Search by referencing the solicitation number P12PS40024 and/or by the agency (National Park Service). PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes to this solicitation will need to register on the NBC web site at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Both the NBC and the Federal Business Opportunities (FedBizOpps.gov or www.fbo.gov) websites maintain separate Interested Vendors List/Bidders Mailing Lists. Offerors can add their information to these lists through each of the websites. Potential offerors will be required to visit either website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please note that all solicitation documents, amendments and attachments are available only at the National Business Center's website. Online Representations and Certifications Application (ORCA) is an on-line system that is located on the Internet at https://orca.bpn.gov. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site not only benefits the contractor by allowing them to maintain an accurate and complete record but also the Contracting Officer as they can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to https://www.bpn.gov. If you do not have access to the Internet or feel you need internet assistance, please contact the Procurement Technical Assistance Center (PTAC) closest to you. PTAC locations can be found at (www.dla.mil/db/procurem.htm. You are strongly encouraged to register in ORCA in responding to this solicitation. Businesses are required to have an active registration in CCR (www.ccr.gov) in order to conduct business with the Federal Government. Proposed Solicitation Issue Date: May 22, 2012 (This date is approximate.) Proposal Receipt Date will be established at the time the solicitation is issued Title of Project: Rehabilitate HVAC System at Fordyce Visitor Center Location of Project: Hot Springs National Park, Garland County, Arkansas Description: This project will replace the HVAC (heating, ventilation and air conditioning) system at the Park Visitor Center, located in the historic Fordyce Bathhouse at the center of Bathhouse Row. Visitation exceeds 300,000 per year. The building, constructed in 1914, exceeds 28,000 square feet of conditioned space on four floors (including basement), and also houses a large portion of the Park's museum collection. The current HVAC system was installed in the 1980's and was designed with 70 tons of cooling capacity. The preparation of Construction Documents is currently underway. Major components of the project include: Replacing the large chiller, condensing unit, three compressors, two gas fired boilers, and the large and small air handlers on each floor, Re-establishment of the heat exchanger system for thermal water heat, Replacing the liquid handling and pumping system as well as zone controllers, thermostats, variable air volume (VAV) boxes throughout the building and re-heat coils throughout the building, Replacement/rehabilitation and upsizing the duct system to improve air distribution, A system that is fully DDC controlled and connected through the Park network into the existing HVAC SCADA system, A four pipe heating and chilled water hydronic system to serve the air handlers and VAV boxes for heating and cooling, Air cooled chillers, gas fired boilers, and shell and tube heat exchangers to create the heating and chilled water, A system with 100 tons of cooling capacity, The system will take advantage of underground thermal water to reduce some of the heating costs, A temperature control system with a computer-based automation system connected to the existing park wide energy management system, Moving some of the mechanical and electrical equipment located in the basement to higher elevations to minimize damage from flooding, Modification/conversion of several spaces to be used as mechanical spaces, Installation of a larger transformer and electrical circuit breaker and distribution panels. Contractor to have similar experience working on historical structures. Because of the historic nature of the building, (National Historic Landmark Building), the project is limited in the kind of energy saving improvements allowed without affecting the historic character of the building. To access duct chases, some existing building fabric will be removed and replaced. The project will include additional attic insulation and replacement of skylights. The NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, and the size standard is $33.5 million. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. Estimated Price Range: $1,500,000 to $1,900,000 Estimated Time for Completion: approximately 240 calendar days following the notice to proceed It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net (http://web.sba.gov/subnet), and to utilize the Central Contractor Registration's (CCR) Dynamic Small Business Search (http://dsbs.sba.gov/dsbs) for potential subcontractors within these various socio-economic categories. Small business firms must be certified in accordance with solicitation clauses 52.219-8 -- Utilization of Small Business Concerns (January 2011). Status of firms can be found on CCR's Dynamic Small Business Search. It is anticipated that a pre-proposal site visit will be scheduled to be held approximately one week after the solicitation is issued.
