- NASA/GSFC intends to issue a sole-source for additional scope of work to CreareInc. in order to facilitate a system-level comparative study of a variety of LH2temperature cryocooler systems on one common platform one such concept - Co-Storage.Co-storage of cryogenic propellants consists of the higher temperature cryogenicpropellant providing a temperature stage that acts as a thermal shield for the lowertemperature cryogenic propellant. Co-storage of cryogenic propellants, can reduces theheat load on lower temperature hydrogen (20 K) tank from hundreds of watts to few wattsby intercepting a large fraction of the heat at the higher temperature oxygen tank (100K). Since the future tank size is undetermined, a scaling study is necessary, in whichthe load of the cryocooling system varies from 10 to 40 Watts at 20K with or withoutupper stage cooler at 90K removing 100 to 200 Watts. Creare is a leading developer of Reverse Brayton Cycle Cryocoolers for spaceapplications. The company also has several other experiences in developing space flightcryocoolers. NASA/GSFC has placed great emphasis on accountability and improvingperformance to mission success. The performance of the additional scope by Creare, Inc.,is considered to be in the best interest of the government, which would avoid theduplication of cost to the Government that is not expected to be recovered throughcompetition. Based on the allotted time for this additional work, it is not feasible tobring on a new contractor. NASA/GSFC intends to issue a sole source for the additional scope or work to Creare, Inc. The authority of Other than Full and Open Competition is 10U.S.C. 2304(c)(1), Only oneresponsible source. Interested organizations may submit capability statements to perform the effort inwriting to the identified point of contact not later than 2:30 PM. local time on April11, 2012. Capability statements will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Based upon responsesto this notice a determination by the Government not to compete this proposed effort on afull and open competition basis is solely within the discretion of the government.
