Statement of Work DFARS 252.209-7999, Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or Felony Conviction under any Federal Law (DEVIATION 2012-00004) (JAN 2012) Generator Platform Government Drawing The Solicitation number is F1S0AX1259B001. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation also uses the Simplified Acquisition procedures contained in FAR Part 13. This announcement constitutes the only solicitation. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58, DFARs Change Notice (DCN) 2012-04-20 and AFAC 2012-0330. NAICS is 332999 and the size standard is 500 employees. This acquisition is a 100% small business set aside. The AFFTC/PKE, Edwards Air Force Base, CA is seeking to purchase the following Platform: This Statement of Work (SOW) outlines the requirement to purchase a pair of platforms for the generator located at 412th Electronic Warfare Group, Edwards AFB, CA. The contractor will be required to install a pair of platforms for the generator. Specific requirements include: • Steps, Platform and Handrails must be structurally sound and constructed of 14 gauge steel • Must meet OSHA requirements. The OSHA requirement is in OSHA Chapter 7, Group 1, Article 2, Sub-Section 3234 "1000lb Moving Concentrated Load". • Stair Treads and Platform Decks shall have non-slip surface, such as expanded metal grating or diamond plate. • Platform on side facing fenced substation enclosure shall be 4'6" wide and 16' long with stairs on both ends. Total length from end to end is approximately 25'. • Platform on side facing water tank shall be 4'6" wide and 17' long with stairs on both ends. Total length from end to end is approximately 26'. • Contractor shall be required to install appropriate footings under all the legs that are on the NON GENSET SIDE (side further away from the generator). Footings shall accommodate total weight of platform. • Contractor shall be required to anchor the platform on the sides nearest the generator and anchor the platform to the footings on the sides away from the generator. • Height of the platforms shall be approximately 4' to 4-1/2' and must be field verified by the contractor in order to quantify the exact height measurement requirements due to variations in the asphalt in relation to the height of the generator door openings. • Handrail shall be installed on the entire length of one side of the steps of each platform • Platforms shall have adjustable legs to accommodate a sloping ground condition • Steps, Platforms, and Handrails shall be factory finished with beige powder coating. • Platforms shall be delivered, unloaded, installed and anchored to existing asphalt Interested parties who believe they can meet all the requirements for the Platform described above are invited to submit in writing a complete quote to include the following: 1. Drawings 2. Price listing of each item and installation 3. Delivery Date (estimated) 4. Completion Date (estimated) Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. No partial quotes for the items listed above will be accepted. FOB destination Edwards AFB, CA 93524. Offerors are also required to fill out DFARS 252.209-7999 (attached) and submit with their quote. A site visit will be conducted on May 2, 2012 at 9:30 a.m., (local Edwards AFB time) on Edwards AFB, CA at BLDG 1030, EW Guard Shack. Interested parties please respond via email with individual's names, Company Name, Social Security Number and US Citizen Ship Status that will be attending the site visit by 12:00 p.m., May 1, 2012. Due to the restriction of the site no one can submit their information passed the above date and time. The following clause applies: Clause 52.237-01, Site Visit, Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
