- Description
- NASA/GSFC has a requirement for evaluation and analysis of TIMED SABER data andsupport for the SABER Science Working Group. The work will be divided into four tasksthat will involve the assessment and validation data from Level 2 retrieval algorithmsfrom the release tentatively designated v2.0 or its predecessor test versions, eg.,v1.08eand/or revisions based on v1.08e.Task 1: Task will focus on temperature/pressure. Vendor shall quantify changes betweenv1.08e and any new release and identify causes. Vendor shall review the efficacy of thescreening procedures presently used to discard events with a questionablecharacteristics-in particular the one involving mismatches of the LTE and non LTEtemperatures in the merge region. Completion dates: on or before August 1, 2012.Task 2: Task will be a review of the differences between the up and down scans, to checkon the possible changes due to the corrections for detector relaxation that wereimplemented for the long wave channels in v1.08e. During this period vendor shall providesupport to the SABER Science Working Group at its periodic meeting. Completion dates: onor before December 31, 2012.Task 3: Task will consist of an evaluation of retrieved CO2 vibrational temperatureswhich have not been validated as well as cooling rates. This will be done by comparingretrieved profiles with the output from own non-LTE codes and also to the extent possiblethrough collaboration with the other SABER Science Team members. Completion dates: on orbefore April 30, 2013Task 4: Task will review atomic oxygen comparing the final merged profiles (O_ext),which incorporate retrieved O and MSIS segments, with other profiles (O) that aredirectly retrieved over the limited altitude region available.Vendor will compare withother climatologies. Particular attention will be paid to events for which O has beendeemed satisfactory during retrieval process, resulting in its complete replacement ofMSIS. During this period vendor shall support SABER Science Team meeting. Completiondates: on or before October 15, 2013.A brief report will be provided to the Technical Officer at the completion of each task. The contractor shall submit a completion a completion report on the last day work foreach task. This report shall address all the work performed under the task and anyfindings.NASA/GSFC intends to purchase these services from Arcon Corporation pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 2:30PM EST on May 14,2012. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
