- 1.Please note the following with regards to Past Performance evaluation: a.NADCAP will no longer be used as part of the Past Performance evaluation criteria. b.Having currently approved Defense Contract Management Agency (DCMA) Ground and Flight procedures in place in accordance with AR 95-20, Contractor Ground and Flight Operations will no longer be used as part of the Past Performance evaluation criteria. 2.Offerors are not required to have currently approved DCMA Ground and Flight procedures in place at time of award; however, the awardee must obtain DCMA approval prior to beginning modification of aircraft. 3.The Proposal Due Date is extended to May 2, 2012, 2:00 PM, EDT.
