Description
The U.S. Army Corps of Engineers, Europe District plans to issue one solicitation with two bid schedules for two design-build projects with two subsequent Firm Fixed Priced awards, one for each scope of work. The two projects consist of Whole Neighborhood Renovations, located at various stairwell buildings at Storck Barracks, Illesheim, Germany. PN 78841 - Design Build of Bldgs 06591, 06608, 06609, 06610, 06611, 06612, 06613, 06614 and 06615. Work consists of reconfiguring 162 under-sized dwelling units nine (9) inadequate multi-story stairwell apartment buildings, into 108 adequately sized Family housing apartments (54 x three-bedroom units, Junior Non-Commissioned Officer quarters (JNCO) & 54 x four-bedroom units Junior Non-Commissioned Officer quarters (JNCO). 54 Dwelling Units will be lost due to modernizing during renovation. PN 79097 - Design Build of Bldgs 06592, 06503, 06594, 06603, 06604, 06605, 06606, 06607. Work consists of reconfiguring 144 under-sized dwelling units eight (8) inadequate multi-story stairwell apartment buildings, into 96 adequately sized Family housing apartments (48 x three-bedroom units, Junior Non-Commissioned Officer quarters (JNCO) & 48 x four-bedroom units Junior Non-Commissioned Officer quarters (JNCO). 48 Dwelling Units will be lost due to modernizing during renovation. Renovation work for both projects include, but is not limited to, deteriorated building components replacement, floor plan reconfiguration to increase unit size (right-sizing), fire protection and energy conservation improvements, compliance with Force Protection Criteria as pertaining to Stairwell Army Family Housing (AFH) units, fire alarm/sprinkler systems; common stairwell area renovation; private laundry in all apartments; restoration of existing kitchens and baths or replacement of those displaced by reconfiguration and still required (to include adding a second bathroom where required); alteration of heating, interior plumbing, electrical, TV, telephone, interior partitions, closets, and doors; repairs in basement areas and storage rooms; plaster and paint, selected plumbing, electrical systems and other support systems. The proposed facilities construction will be administered by the US Army Corps of Engineers Europe District and under United States procurement laws and regulations. The contract will be awarded and paid in Euros. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design/construction in Germany, but expressions of interests will be accepted from all interested parties. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. The estimated magnitude of construction is between $20,000,000 and $40,000,000. The period of performance is 1,980 calendar days from award date. This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236118. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. It is estimated that the solicitation will be issued on 11 May 2012. The solicitation will be issued free of charge and available electronically.
