- Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), Naples, Italy plans to issue a solicitation for Base Operations Support Services located at Deveselu Air Base, Romania. This location is in southern Romania approximately 3.5 hours S.W. of Bucharest. The solicitation number will be N33191-12-R-0627. The solicitation will be issued approximately 15 June 2012, award a contract with approximately a 90-day phase-in period, and have full performance begin 1 March 2013. No site visit is planned at this time as there are no facilities at the site. This notice does NOT constitute a request for proposal, request for quotation, or invitation for bid. This is a notice for planning purposes. The services include but are not limited to: Management and Administration, Fire and Emergency Services, Material Management, Supple Services, Galley, Bachelor Quarters, Facility Management, Facility Investment, Custodial, Pest Control, Services Calls, Grounds Maintenance and Landscaping, Pavement Clearance, Electrical, Wastewater, Water, Base Support Vehicles and Equipment, and Environmental. The procurement method will be contracting by negotiations. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal, price proposal, and a submission for responsibility determination for evaluation by the Government. The NAICS Code for this procurement is 561210. The approximate value of the procurement is $15M for the three contract terms combined. The contract term will be a base period of nine months and two one-year option periods. The contract type will be firm fixed-price with indefinite delivery indefinite quantity. The minimum guarantee for the contract will be the value of the firm fixed-price portion of the contract. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The site will be under construction during this solicitation and is expected to be completed by the performance start for this contract. Offerors may view and/or download the solicitation at Navy Electronic Commerce Online, https://www.neco.navy.mil/ or Federal Business Opportunities, www.fbo.gov, when it becomes available. Hard copies of the solicitation will not be provided. All offerors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, to be considered for award of any United States of America Department of Defense contract. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the CCR registration process as early as possible.
