Description
This NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Office of Personnel Management (OPM) has a requirement, in support of its mission of "Recruiting, Retaining and Honoring a World-Class Workforce to Serve the American People," to provide graduate level educational course(s) in support of the Federal Executive Institute's (FEI) program for senior executives in the Federal government. OPM intends to issue a non-competitive award that will result in a purchase order to National Preparedness Leadership Initiative Harvard University 8 Story Street, Suite 310 Cambridge, MA 02138. The graduate course will be delivered at the FEI in Charlottesville, VA. The period of performance for this award shall be from the date of award through July 30, 2012. The National Preparedness Leadership Initiative (NPLI) is "a joint venture of the Harvard School of Public Health's Division of Policy Translation and Leadership Development and the Harvard Kennedy School's Center for Public Leadership, developed the framework for the Meta-Leadership approach. NPLI works in collaboration with key government agencies to ensure today's unprecedented challenges are met with uncommon leadership from federal, state, and local officials and encourages connectivity across public, private, and non-profit sectors." NPLI/Harvard School of Public Health created the course curriculum integrated into the FEI Leadership for a Democratic Society (LDS) Program. To ensure senior executives and managers receive the same high quality program and to standardize the information provided, it is in the best interest of the Government to procure these services from Harvard University. NPLI's approach to dealing with challenges faced by modern leaders is called Meta-Leadership. Meta-leadership is an overarching leadership framework for strategically linking the efforts of different organizations or organizational units to provide guidance, direction, and momentum across organizational lines that develop into a shared course of action and commonality of purpose among people and agencies that are doing what may appear to be very different work. These principles dovetail appropriately with the competencies and methods participants of FEI's Leadership for a Democratic Society (LDS) master during their time in Charlottesville. This program will provide federal executives in LDS with exposure to the concepts of Meta-Leadership. All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued: therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. A detailed capability statement must be submitted to bonnie.boston@opm.gov.
