- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award a Firm Fixed Price (FFP) contract, in accordance with FAR 6.302-1, on an other than full and open competition basis with ATK Launch Systems, Inc. of Brigham City, UT. ATK is the only company authorized by the US Navy, under a patent license agreement, to produce CL-20. Importation of unlicensed CL-20 from foreign sources is prohibited by law. This acquisition is for the procurement of 250 pounds of the explosive compound known as CL-20 to be delivered to NAWCWD. The contractor shall supply 250 pounds of the explosive compound known as CL-20, fluid energy milled to a nominal particle size of 1-3 micrometers. The chemical purity of the CL-20 shall be at least 99%. The epsilon polymorph purity will be at least 95%. The particle size distribution shall maximize between 1-3 micrometers, with less than 0.5% greater than 10 micrometers. There is no lower limit on the particle size. Contractor will provide a Certificate of Purity and a Material Safety Data Sheet, prepared in accordance with FED-STD-313, with shipment. The hazardous material shall be properly identified and include any applicable identification numbers, such as a National Stock Number or Special Item Numbers. Specific information to include detailed specifications shall be included in the Request for Proposal (RFP) solicitation number N68936-12-R-0094 to be posted on the Navy electronic commerce online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov on or about 05/21/2012 and will close 30 days after the RFQ issue date. This acquisition is for a commercial item and will be conducted using FAR part 12 & 15. Delivery requirements will be F.O.B. Destination China Lake, CA. Award is anticipated on or about 07/26/2012. This notice is NOT a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the CL-20 explosive may submit a written response, which will be considered by the agency. The written response shall reference solicitation number N68936-12-R-0094 and clearly show the firm's capability, background, experience, and assets necessary to perform the required work mentioned without compromising the quality, accuracy, reliability, and delivery of the product. Written responses shall be submitted electronically to kristin.nelson@navy.mil and leaann.davis@navy.mil within 15 calendar days from this Notice date. All responsible sources must be registered in the Central Contract Registration (CCR) database at http://.ccr.dlis.mi;/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contracts shall complete electronic annual representations and certifications via the online representations and certifications application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database.
