- The Department of Veterans Affairs is seeking prime contractor construction services to provide all labor, materials, tools, equipment, supervision, and installation services to replace existing Air Handler Unit 1 (AHU 1) and Air Handler Unit 2 (AHU 2) in the DC Medical Center Research Building at the Department of Veterans Affairs, 50 Irving Street NW, Washington, DC in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside in accordance with FAR Subpart 14. The work includes, but is not limited to, new control wiring and programming to connect the AHUs to the Building Automation System, new control wiring and programming to connect the AHUs to the Fire Alarm System, installation of new Variable Speed Drives (VSD) one each per air handler which shall have the ability to control AHU motor and shall have a digital read out, installation of a new glycol system to allow the AHU to function 24 hours a day for 365 calendar days, installation of new control valves to control heating and cooling coils, provisions for a temporary AHU to heat and cool the space, all controls are to be digital and tie into the Building Automation System, seal and paint mechanical room floor, product data sheets for proposed AHU units, Variable Speed Drive, Glycol System, temporary AHU units for heating and cooling and seal/paint products for the mechanical room floor. Estimated construction cost range is between $1,000,000.00 and $2,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit offers. SDVOSB firms that submit offers on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on a date and time tbd at time of issuance of the solicitation. All interested parties are encouraged to attend the site visit. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: angela.burger@va.gov). No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about May 10, 2012. All bids are due on or about by 1:00 p.m. local time June 11, 2012 at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV.
