- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of an upcoming acquisition for Exercise Coordinator in support of the National Exercise Division (NED). FEMA NED seeks subject matter experts in emergency preparedness exercise coordination, the Homeland Security Exercise and Evaluation Program (HSEEP), and program management (including fiscal management) that can support FEMA NED with providing coordination of various exercise projects and associated staff and resources. Specific objectives to be included in the Request for Proposal (RFP) are as follows: •A. Program Management Support. Provide program management and general administration support for various exercise projects to include exercise work plan development, implementation, monitoring, and close out in coordination with appropriate stakeholders and required resources. •B. Exercise stakeholder management Support. Provide support for exercise program governance and stakeholder management. •C. Exercise Coordination Support. Provide exercise project oversight and exercise life-cycle coordination to various emergency preparedness exercises to include the required exercise design, conduct, and evaluation activities in accordance with the HSEEP guidance as applicable. The NAICS Code for this procurement is 541611 and the annual size standard is $14.0 million. The contract term will be a base period of 1 year plus four option years. The total term of the contract, including all options, will not exceed 60 months. Anticipated release of the Request for Proposal (RFP) is no sooner than 15 days from the date of this pre-solicitation notice. It is anticipated that this will be a Total Small Business Set-Aside acquisition. The Contracting Officer has determined that this acquisition and award shall include the following clause: HSAR 3052.209-73 Limitation of Future Contracting. Limitation of Future Contracting (JUN 2006) (a) The Contracting Officer has determined that this acquisition may give rise to a potential organizational conflict of interest. Accordingly, the attention of prospective offerors is invited to FAR Subpart 9.5-Organizational Conflicts of Interest. (b) The nature of this conflict is with future NED Service Line awards. (c) The restrictions upon future contracting are as follows: (1) If the Contractor, under the terms of this contract, or through the performance of tasks pursuant to this contract, is required to develop specifications or statements of work that are to be incorporated into a solicitation, the Contractor shall be ineligible to perform the work described in that solicitation as a prime or first-tier subcontractor under an ensuing DHS contract. This restriction shall remain in effect for a reasonable time, as agreed to by the Contracting Officer and the Contractor, sufficient to avoid unfair competitive advantage or potential bias (this time shall in no case be less than the duration of the initial production contract). DHS shall not unilaterally require the Contractor to prepare such specifications or statements of work under this contract. (2) To the extent that the work under this contract requires access to proprietary, business confidential, or financial data of other companies, and as long as these data remain proprietary or confidential, the Contractor shall protect these data from unauthorized use and disclosure and agrees not to use them to compete with those other companies. In order to ensure compliance with Organizational and Consultant Conflicts of Interest FAR 9.505 GENERAL RULES ; the following is required: If as a Prime Contractor, Subcontractor (Any Tier) or consultant your organization participated in the awards HSFEEM-11-C-0387, HSFEEM-11-C-0394, HSFEEM-11-C-0401, or HSFEEM-11-C-0404 then a Determination of Eligibility to Propose, hereafter referred to as a "Request for Determination", must be granted by the Contracting Officer prior to submitting a proposal. The deadline for submission is May 7, 2012 at 2:00 PM Local Time. While submissions will be accepted after the release of the RFP, no proposal from a contractor requiring review shall be evaluated until a determination of eligibility under FAR 9.5 is granted. Under no circumstances shall an extension of the due date for proposals based on a late submission of a Request for Determination be granted. The Request for Determination shall consist of the following: -Contractors Names/Address -Point of Contact -Contract(s) or Task Order(s) under which support was provided -Identify clearly the organizations role (i.e., Prime Contractor, Subcontractor or Consultant) -If a Subcontractor identify Tier level (First, Second, Third, etc.) -A brief description of the work performed -Identify plans or efforts utilize to mitigate the risk of Organization Conflicts of Interest In the Request for Determination the contractor shall include the following statement signed by an officer of the organization that is authorized to enter into contractual agreements: To the best of my knowledge the work performed under (Contract/Task Order Numbers) by (Contractor Name) did not result in a conflict as identified under FAR 9.5 O rganizational and Consultant Conflicts of Interest that would provide an unfair competitive advantage under HSFE20-12-R-0030. In submitting a Request for Determination, the contractor is not to submit information that is specific to HSFE20-12-R-0030 for evaluation of award. If information is submitted with the Request for Determination it will not be evaluated for award determination and does not excuse the contractor from including it with their proposal (if required). Unless otherwise provided for by the Contracting Officer in writing a submission for a Request of Determination, timely or otherwise, does not relieve the contractor from all other deadlines for HSFE20-12-R-0030. Request for Determination is limited to a total of 5 single-sided pages. The typewritten or printed letters shall be no smaller than Times New Roman 12 point or equivalent as the minimum size standard, with no reduction permitted except organization charts or other graphic illustrations; in those instances where reduction is allowable (no smaller than 10 point recommended). Offerors shall ensure that the print is easily readable. Each page shall have not less than one-inch margins on each side of the page. Header/footer information (which does not include any information pertinent to the determination) may be included in the 1 inch margin space. Each 8 ½ by 11 inch "sheet" shall count as one page. Foldouts for complete spreadsheets or organization charts are permissible up to 11 inches by 17 inches and shall count as two pages. Double sided pages will count against the 5 page limit as two pages for each double sided page.
