- The Naval Medical Logistics Command (NMLC), on behalf of the Naval Health Research Center (NHRC) intends to issue a Request for Proposals. The proposed acquisition is to provide consultant services using commercially available techniques in support of the Naval Health Research Center s (NHRC) medical modeling and simulation research for Department of Defense (DoD), homeland defense, humanitarian assistance, peace-keeping and disaster relief activities including casualty projection, medical planning factor development, identification of weapons effects both ground and shipboard-based, projection of resource requirements, database development and maintenance, and quality of life outcome studies. The mission is heavily data driven and depends upon the collection, characterization, analysis, and reporting of data from multiple sources including both in-house sources such as the Combat Trauma Registry Expeditionary Medical Encounter Database (CTR EMED) and external sources such as the Military Health System (MHS), civilian/homeland defense data, tactical data, operational data and personnel data. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, cost plus fixed-fee contract. The contract is anticipated to have a 36-month period of performance for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about May 15, 2012 to the Naval Medical Logistics Command s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation.
