Description
The Office of Workforce Effectiveness and Resources (OWER) of the National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for services that support long-term human capital strategy, and organization effectiveness planning and management, in order to recruit, assimilate, train, and retain a superior workforce. This requirement is 100% set aside for small businesses. The Contractor shall assist OWER in the areas of short- and long-term strategic planning; workforce planning; developing NIAID's centrally-managed contractor program; branding and employment outreach to include advertising communications; human capital services such as the development of NIAID standard operating procedures and corresponding training materials, automated workflows, and resolution of complex position management challenges; developing and sustaining a high performance workforce to include implementation of competency programs, performance management, organization assessment and development, and customized leadership, supervisory and employee learning and development programs; as well as project management. The support services required serve to further align the Institute's vision with its organizational structure, develop strategic human capital programs, and establish productivity expectations and performance measures for the NIAID workforce. The Contractor will facilitate the strategic activities within OWER to ensure that NIAID is an employer that is capable of recruiting, developing, and retaining a high performing workforce necessary to achieve NIAID's goals and objectives. Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary equipment, services, qualified personnel, and material, not otherwise provided by the Government, as needed to perform the Statement of Work. A cost-reimbursement type contract for these services is anticipated. NIAID intends to award a base period contract beginning approximately August 26, 2012 and ending October 31, 2012, with five (5) option periods. The first option period will be November 1, 2012 through October 31, 2013. The second option period will be November 1, 2013 through October 31, 2014. The third option period will be November 1, 2014 through October 31, 2015. The fourth option period will be November 1, 2015 through October 31, 2016. The fifth option period will be November 1, 2016 through August 25, 2017. The Request for Proposals is expected to be available for download on www.fedbizopps.gov on or about May 17, 2012.
