- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control, Division of Violence Prevention (DVP) intends to award a sole source purchase order to Leland Stanford Junior University School (Stanford University), 450 Serra Mall, Stanford, California, 94305-2004. The authority for this sole source is FAR Part 6.302-1. The NAICS code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The objective of this project is to evaluate completeness of the National Amyotrophic Lateral Sclerosis Registry (ALS Registry). The vendor will perform capture-recapture analysis on 2001-2005 data in the ALS Registry using datasets from the Centers for Medicare and Medicaid Services (CMS), the Veterans Benefits Administration (VBA) and the National Health Index (NDI). The vendor will need to have personnel capable of independently reviewing thousands of electronic medical documents, analyzing them for significant neuroepidemiological data, and then conducting capture-recapture statistical analysis of the relevant data. Stanford University is the only responsible source capable of performing this capture-recapture analysis. Neuroepidemiology is a highly-specialized field; there are only a few neuroepidemiologists in the United States who could effectively analyze the necessary electronic medical documents. There are even fewer neuroepidemiologists with the ability to conduct capture-recapture statistical analysis. Stanford's unique ability to provide faculty with both neuroepidemiological expertise and statistical expertise combined in the same person is critical to this project because an attempt at a division of labor would not only be grossly inefficient given the massive numbers of medical records involved, but even more problematically, could lead to errors in the statistical analysis itself. In addition, Stanford University has some of the world's leading experts on Amyotrophic Lateral Sclerosis research available for consultation and collaboration if necessary. Stanford University also has a familiarity with the United States health care system and experience using all of the National datasets necessary for this analysis, including, the ALS Registry, CMS, VBA, and NDI datasets. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Stanford University. The Contracting Officer will not respond to verbal requests. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
