Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This pre-solicitation notice is being issued in accordance with FAR Part 5.204. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract entitled Quieting Technologies for Reducing Noise during Seismic Surveying and Pile Driving. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a firm-fixed-price (FFP) type contract for the effort described herein but may consider other proposed types if determined appropriate. The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. The period of performance of the resultant contract is anticipated to be not more than 18 months. BACKGROUND: The Outer Continental Shelf Lands Act (OCSLA), as amended by the Energy Policy Act of 2005, and supporting regulations, necessitates studies to assess environmental impacts from activities authorized and permitted by the Bureau of Ocean Energy Management (BOEM). This effort will provide a thorough examination of potential alternative technologies to traditional airgun use (e.g., alterations to airguns or implementation of non-conventional sound sources) and quieting technologies for pile driving and associated vessels to gain a better understanding of the acoustic characteristics of the technologies including sound propagation, their operational requirements, limitations to their use, potential impacts on the environment, and any further steps and time needed for their development. An additional comparison of the quality and economic value of the data collected using these alternative sound sources to those from current acoustic sources will also be completed. Ultimately, this will provide BOEM and other regulatory agencies with information needed to determine the usefulness and appropriateness of these alternative and quieting technologies for a variety of mitigation and monitoring situations and will be subsumed into BOEM compliance efforts related to the National Environmental Policy Act, Endangered Species Act, Marine Mammal Protection Act, Magnuson-Stevens Fishery Conservation Management Act, and other statutes. SCOPE OF WORK: The study is expected to: (1) Review and examine recent developments (existing, emerging and potential) in alternative acoustic technologies for seismic surveying (other than traditional airgun use), whether proposed or in development, (2) Review and examine developments (existing, emerging and potential) in quieting technologies for pile driving during offshore renewable energy activities, (3) Review and examine developments (existing, emerging and potential) in quieting technologies for vessel noise associated with OCS energy development activities, (4) Identify the requirements for operation and limitation to use for these technologies, (5) Evaluate data quality and cost-effectiveness of these technologies as compared to that from existing marine acoustic technologies, (6) Identify the acoustic characteristics of new technologies in varying environments and compare to that from existing technologies, (7) Examine potential environmental impacts from these technologies, (8) Identify which technologies, if any, provide the most promise for full or partial traditional use and specify the conditions which might warrant their use (e.g., specific limitations to water depth, use in Marine Protected Areas), and (9) Identify next steps, if appropriate, for the further development of these technologies, including potential incentives for field testing.
