- This synopsis is issued pursuant to FAR Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to conduct an Analysis of Construction Quality Assurance (QA) Procedures on Federally Funded Local Public Agency (LPA) Projects. The objectives of this requirement are to: 1. Document current construction quality assurance practices used on locally administered Federal- aid projects. 2. Identify specific areas of weakness in QA practices on LPA projects; 3. Identify existing successful practices that could potentially improve construction QA on locally administered projects. The goal of this project is to analyze t he data collected to document the extent of the problems that exist within the QA process and identify specific issues needing improvement. Based on the findings, recommendations for improvement will be made and implemented, as necessary. The solicitation will be issued on or about May 21, 2012. T he solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award a Cost plus Fixed Fee contract as a result of this solicitation. The period of performance shall not exceed 24 months from the effective date of the contract. Offerors must have an approved accounting system to be eligible for award of a cost type contract.
