Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting proposals, on behalf of Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for A Charter Vessel Services for Surfclam and Ocean Quahog Surveys for projects relative to the Northeast fisheries along the continental shelf from Virginia through Massachusetts including the U.S waters of Georges Bank. A single vessel contractor will be selected for conducting resource surveys (and associated experiments) up to 15 sea days with up to 2 additional option days. Dockside periods for staging and for destaging will be required by the operator. During the research operations, the selected vessel shall deploy a specific commercial size survey dredge up to 150 inches total width during standardized 5-minute tows at specific locations provided by NOAA. The contractor shall provide a second commercial dredge which will be used for calibration and selectivity experiments. The catch will be transported across a vessel supplied shaker table and sorting conveyor where scientific personnel will sort the catch. Specimens selected for scientific data collection will be moved to a scientific van (modified 8' X 20' ISO container) on the deck of the vessel where biological data will be collected including lengths, shell height and meat weight data, and other biological data as required. Additional vessel related data including digital global positioning systems (DGPS) location, vessel speed, depth, winch tension, wire and water hose deployed and pump pressure will be recorded. The proposed contract is 100% total small business set aside. The North American Industry Classification System (NAICS) code for the acquisition is 114112, Shellfish Fishing. The small business size standard is $4M. The solicitation and proposed fixed-price contract will be issued utilizing the procedures identified in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation and will be evaluated on a best value basis value basis wherein the following factors 1 - 4 listed in descending order, when combined, are significantly more important than price: (1) Vessel characteristics and configuration; (2) Vessel's commercial fishing history and experience; (3) Master and crew's work experience and qualifications; (4) Past performance and (5) Price. All responsible sources may submit a proposal that shall be considered by the agency. To be eligible for award, offerors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective offerors are also required to complete electronic annual representations and certifications in conjunction with the required CCR registration. ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at their earlier convenience at https://orca.bpn.gov. The solicitation will be available electronically on or about May 8, 2012 via FedBizOpps at www.fedbizopps.gov.
