Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PERFORMANCE WORK STATEMENT FOR THE 83RD CST HAZARDOUS MATERIALS REFRESHER TRAINING 1. DESCRIPTION OF SERVICES. The contractor shall provide HAZMAT Technician refresher training for 25 personnel on 29-31 May 2012. The contractor shall provide text, handouts, presentations, and labware/materials necessary for practical exercises. 1.1. BASIC SERVICES. The contractor shall provide customized 24 hour HAZMAT Technician refresher training in accordance with the requirements of; 29 CFR, Part 1910 (Occupational Safety and Health Standards), sub-part H (Hazardous Materials), standard numbers 1910.120(q)(6) and 1910.120(q)(8), and NFPA 472 Chapter 7. 1.2. TOPICS REQUIRED TO BE COVERED. Instruction is to include, but not limited to the following sections: Section 1: Introduction - Regulatory Overview - Emergency Response Plans - Supporting Written Plans or Programs - Hazard-Communication Standard - Safety and Health Program - Medical Surveillance - Other Regulations - Rights and Responsibilities - Interface of 1910.120 with Other Regulations Section 2: Hazard and Risk Recognition - Potential Hazards - Basics of HAZMAT Chemistry - Physical and Chemical Properties of HAZMAT - Toxicology - Chemical Hazards - Biological Hazards - Radiation Hazards - Fire and Explosive Hazards - Other Safety Hazards - Confined Spaces - Sources of Additional Hazard Information Section 3: Personnel Protective Equipment (PPE) - Respiratory Protection - Levels of Protection and Protective Clothing - Decontamination - PPE Requirements - Methods of Communication Section 4: Site Characterization and Monitoring - OSHA Requirements - Field Testing Methods - Monitoring Technology Used to Identify Unknown Atmospheres and Determine the Following Hazards: o Corrosivity o Flammability o Oxidation Potential o Oxygen Deficiency o Pathogenicity o Radioactivity o Toxicity Section 5: Work Practices - Site Management and Scene Control - Safe Use of Engineering Controls and Equipment - Containers and Material Handling - Decontamination Operations - Mitigation - Remediation Operations 1.3. CERTIFICATION/ACCREDITATION. Contractor should have certification/accreditation by the National Board on Fire Service Professional Qualification (PRO Board), OSHA, NFPA, IFSASC, or other federally recognized emergency services training organization. 2. GENERAL INFORMATION. 2.1. SELECTION. The unit has the right to review the top five candidate contractors to ensure qualifications are met, or exceeded, as specified in the contract solicitation. 2.2. QUALITY ASSURANCE. The contractor and training will be assessed by students at the end of the course. The contractor can request a copy of the student assessments upon completion of the training. 2.4. SPECIAL QUALIFICATIONS. Contractor must have knowledge of and experience in the HAZMAT Technician field. Experience with state, regional, and federal HAZMAT Teams, and National Guard Civil Support Teams is desired.. 2.5. PARTNERING AGREEMENT. Project Officer is Capt Trevor Ibsen, Operations Officer, Montana Air National Guard, P.O. Box 4789, Fort Harrison, MT 59636-4789, 406-324-3680. 3. APPLICABLE REGULATIONS: A. TITLE 29, Code of Federal Regulations (LABOR), Chapter XVII (OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION, DEPARTMENT OF LABOR), Part 1910 (OCCUPATIONAL SAFETY AND HEALTH STANDARDS), SUBCHAPTER H (HAZARDOUS MATERIALS), Standard Number 1910.120 (HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE). B. NATIONAL FIRE PROTECTION AGENCY 472, Chapter 7 (COMPETENCIES OF THE HAZARDOUS MATERIALS TECHNICIAN) 4. GOVERNMENT FURNISHED PROPERTY/SERVICES/EQUIPMENT 4.1. General. The Government will provide the following resources: 4.2. Facilities, Supplies, and Services. Space for conduct of training and utilities. Unit will obtain space on Fort Harrison for conduct of practical exercises at the request of the contractor. 4.3. Equipment. Personal Protective Equipment for practical exercises. Projector will be in classroom for use. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other factors considered will be the vendor's proposed training curriculum and past performance. Offerors shall ensure that the above factors are listed in their proposals. If training from Offerors meets our requirements set for in the statement of work, price will be the determining factor.
