- Description
- This is a pre-solicitation synopsis in accordance with FAR Part 5. The United States Coast Guard Surface Forces Logistics Center has a requirement for Marine Pipe Coverer/ Insulator Services. The Government anticipates awarding a requirements type contract for one (1) base year and four (4) option years. The NAICS code for this requirement is 336611 and the small business size standard is 1,000 employees. All work will be performed at the U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD on vessels both in dry-dock and pier side. The requirement for the Marine Pipe Coverer and Insulator Services will be fulfilled using the procedures of FAR Part 12. A solicitation will tentatively be posted to FedBizOpps on or about 31 May 2012. Marine Pipe Coverer/Insulation Services will occur in the vessels auxiliary spaces, including exterior and interior piping systems requiring various type of insulating material as required by the provided drawings. This includes all piping systems in various compartments such as engine rooms, berthing areas, heads, superstructures, stacks, and weather decks of various vessels. The Government will remove and dispose of all existing insulation in need of replacement. Piping systems may be copper nickel, copper, bronze, cast iron, aluminum, stainless steel or steel. The Contractor shall be required to work with various materials such as felt, ceramic fibers, magnesia, rubber, fiberglass, molded forms, blocks and insulating pads. In addition, the Contractor shall be required to mix and apply various types of mortars and other bonding materials as required. The piping to be insulated may vary in size from ½ inch to 4 inches. The type of insulation to be installed is Armaflex Rubber or similar. The type of jacket to be installed is Braddish cloth with sealfast. The thickness of the insulation to be installed ranges from ½ inch to 1 inch. The Contractor shall be required to insulate the various irregular shaped items such as valves, fittings, and flanges. In addition, the Contractor shall be required to mix insulating cement, mastics and apply them with a trowel, to fabricate molded sections of insulating material by cutting miters and fitting them tightly to form molded sections. The Contractor shall secure insulation materials with metal straps, special twines and/or cements. The contractor must be proficient with all basic tools and equipment commonly used in the trade. All responsible sources may submit a proposal which, if timely received and in accordance with the solicitation, shall be considered by this agency. Responses shall be concise and be specifically directed to the requirement referenced above. It is the offerors responsibility to monitor FedBizOpps for changes or amendments to this notice.
