Description
The Air Armament Center, Advanced Projects Division, Advanced Program Branch, Eglin AFB, FL 32542 intends to award a sole source contract to Lockheed Martin for Subminiature Flight Safety System (SFSS) Joint Air-to-Surface Stand-Off Missile (JASSM) Integration and Flight Test Demonstration. The goal of the SFSS program is to develop and demonstrate a universal, subminiature, warhead compatible, flight safety system. The proposed weapon system, JASSM, has been selected as the test demonstration platform for the SFSS program. The primary purpose of the subject contract is to provide JASSM integration support to the Subminiature Flight Safety System, which is being concurrently developed under a separate contract. By integrating the SFSS into the JASSM, demonstrations can be accomplished to prove out the SFSS design. The overall object of the subject effort is to complete all activities necessary to design, develop, and qualify an SFSS demonstration unit via ground, captive-carry, and flight test demonstration activity in the JASSM weapon system. The SFSS demonstration unit will be qualified in multiple configurations in a laboratory environment to demonstrate potential SFSS capabilities with other weapons in their flight test environments before being integrated into the JASSM platform. Work to be performed encompasses design, development, test, and flight test associated with weapon system level certification. Lockheed Martin has proprietary knowledge of the weapon system mandated for demonstration and extensive integration experience with the full spectrum of technologies associated with integration, qualification, and test of weapon safety systems, and associated telemetry applications. The contract is anticipated to be awarded with an estimated total contract period of performance not to exceed 24 months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The clause 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the points of contact identified below.
