Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Services, conservation Biology Division located in Seattle, WA on a sole source basis with Portland State University, Department of Biology. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for procurement of non-lethal sampling protocol (fin clip) for assessment of life history traits in wild Oncorhynchus Mykiss based on gene expression and qPCR. Specifically, this project will address the following two tasks: 1.) Development of qPCR assays to assess the expression pattern of select genetic markers that can support a non-lethal sampling protocol (fin clip) for identification of life history variants in wild Oncorhynchus mykiss; and 2.) Produce a report that outlines the methods, the results, and the mode of application of a gene expression based life-history marker. Analysis of gene expression using DNA microarrays is labor intensive and requires unique technical skills and equipment. The Podrabsky laboratory of Portland State University has over a decade of experience in the development and implementation of microarray experiments in fish, including various experience with the micro array technologies. They are uniquely prepared to address the issue of gene expression markers for life history variants of O. mykiss in the Columbia River Basin. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from date of award through June 30, 2012. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $14.0M. It is the Government's belief that only Portland State University, Department of Biology can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
