Description
The Naval Research Laboratory (NRL) has a requirement for a refurbishment and upgrade of its Ship Motion System (SMS). The SMS is a motion table for payloads up to 24,000 lbs, located at the NRL facility in Chesapeake, MD. The SMS was originally built by Westinghouse in 1943 as a gun platform requiring only primitive motion in roll, pitch and yaw. NRL plans to use the upgraded system for operational testing in an environment simulating operations at sea. To use the SMS dynamically with today’s high precision systems NRL requires upgrade to its control and monitoring systems with state of the art equipment. The scope of the effort is a refurbishment and upgrade of the SMS, not a replacement effort. The foundation and two main decks will be re-utilized. All drive hardware will be replaced with state of the art equipment including motion control and monitoring. The effort includes: Design of the Drive System, Platform (two configurations) and the Control System, Disassembly of the current SMS and disposal of non reutilized parts, equipment and components, Manufacture and assembly of the replacement components and on-site test/demonstration of the refurbished system. It is anticipated that a Firm Fixed Price (FFP) contract will result from the solicitation. The anticipated period of performance from SMS disassembly, reconstitution, installation and test/demonstration is anticipated to be nine (9) months from date of award. A detailed solicitation including a Statement of Work and requirements documentation will be available and posted approximately 15 days from the posting of this notice. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
