- Justification for Other than Full and Open Competition The Department of Justice, Bureau of Prisons, intends to award a sole source procurement with the League of United Latin American Citizens (LULAC), for training services. The contractor will serve as a subject matter expert on various Affirmative Action Programs in Criminal Justice within the federal government. The participants will attend the 83rd Annual LULAC National Convention from June 25, 2012 to June 29, 2012. The statutory authority is 41 U.S.C. 253 (c)(1), Only One Responsible Source. The applicable NAICS code is 923110. I. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based upon responses to this notice is solely with the discretion of the Government. II. Any parties interested in this award should submit their response, with proof of ability to provide the service no later that May 15, 2012. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement in the future
