One or more of the items under this acquisition is subject to Free TradeAgreements. All responsible sources may submit a capability statement, proposal, orquotation, which shall be considered by the agency. Prospective offerors are advised that foreign participation ispermitted at the prime contractor level. One or more of the items under this acquisition may be subject to anAgreement on Government Procurement approved and implemented in theUnited States by the Trade Agreements Act of 1979. All offers shall bein the English language and in U.S. dollars. All interested suppliersmay submit an offer. Based upon market research, the Government is not using policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedparties may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice. The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. Interested personsmay identify their interest and capability to respond to the requirementor submit proposals. This notice of intent is not a request forcompetitive proposals. However, all proposals received withinforty-five days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the following firms: Amfuel (05476),Kellstrom (1ZK21), Meggitt (56221), and Lockheed Martin (81755).First article test required.Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements are cited in each individual solicitation.To include all required reports and data.This part required engineering source approval by the design controlactivity in order to maintain the quality of the part. Existing uniquedesign capability, engineering skills, and manufacturing knowledge bythe qualified source(s) require acquisition of the part from theapproved source(s). The approved source(s) retain data rights,manufacturing knowledge, or technical data that are not economicallyavailable to the Government, and the data or knowledge is essential tomaintaining the quality of the part. An alternate source must qualifyin accordance with the design control activity's procedures, as approvedby the cognizant Government engineering activity. The qualificationprocedures must be approved by the Government engineering activityhaving jurisdiction over the part in the intended application.
