Description
The Naval Air Systems Command (NAVAIR) is developing an acquisition strategy for an OPNAVINST 3710.7 series requirement for providing aircrew High-G academic and centrifuge device training for the period of October 1, 2012 to September 30, 2013 for approximately 600 aircrew members per fiscal year, with the option of continuing centrifuge training until September 30, 2017. This training is intended to fill a Navy capability gap due to the possible end of operational service-life of the Navy ™s existing centrifuge located at NAS Lemoore, CA. High-G academic and centrifuge training is directed for all aircrew assigned to fly in High-G aircraft and is a vital element of Navy safety and operational effectiveness in flight. The Navy is interested in service solutions that will allow for aircrew centrifuge training. Of the available strategies, NAVAIR is considering the viability of the following socio-economic approaches: Historically Underutilized Business Zone (HUBZone) set-aside, Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, Women-Owned Small Business (WOSB), Section 8(a) suitability, and Total Small Business set-aside. The Contracting Officer must establish a reasonable expectation that offers would be obtained from two or more HUBZone, SDVOSB, WOSB, or Small Business entities that are competitive in terms of market prices, quality, and delivery. You are advised that the Government is seeking to define the applicability of the requirement with regard to the available socio-economic programs. From the responses to this market research, the Government will evaluate the viable options and select the final acquisition strategy. Therefore, your response to this research is instrumental in supporting your company ™s business interests. If the Contracting Officer is unable to determine that any of the above strategies would be viable, the requirement may be competed on an unrestricted basis. Therefore, information from both large and small businesses is requested. It is anticipated that any resulting contract would be accomplished under the provisions of a firm fixed price (FFP) contract. The NAICS Code for this solicitation is 611512 with a size standard of $25.5M per year. ACQUISITION DECRIPTION: 1.Existing training is accomplished under Course Identification Number B-012-1010, Centrifuge-based Flight Environment Trainer (CFET), required initial training per OPNAVINST 3710.7 series for all tactical jet aircrew flying AV-8, EA-6, F-5, F-14, F-16, F/A-18, and F-35 aircraft prior to reporting to Fleet Replacement Squadron (FRS) training. Per General Naval Air Training and Operating Procedures Stardardization (NATOPS), tactical jet aircrews that have not received dynamic CFET training shall receive this course within 18 months of the signature date of the instruction unless they are specifically waived of the requirement by COMNAVAIRFOR (N455) or CMC (ASM). 2.Aircrew Centrifuge Training Academic and Dynamic Instruction to include the following requirements: a.The CFET device must have the capability of generating a G-onset rate up to 6.0 +Gz/second, matching the highest G-onset capabilities of current aircrafts in the Navy ™s inventory. In addition, the device must have the capability of sustaining G-magnitudes up to 9.0 +Gz, reflecting maximum G-forces experienced by tactical aircrew in flight. b.The gondola should utilize multiple cameras (i.e., upper and lower body views); ideal for debriefing students on proper techniques and informing them of incorrect procedures. In addition, cameras ensure the instructor has visual contact with the student at all times. c.CFET must be able to support the current training profiles conducted at the Navy ™s centrifuge in Lemoore, CA. Current training profiles are provided as Attachment 1 to this RFI. d.Classroom with multi-media capabilities to include computer, projector and sound system; seating to accommodate 12 students. e.Flight gear fitting room f.Debriefing room to include a possible digital recorder capable of transferring student training runs to DVD-ROM g.Access to a computer/printer for required forms prior to training SUBMISSION DETAILS: As part of your response, submit the following: 1.Detailed information about your available device and training procedures to meet items a through g under Acquisition Description. 2.Availability of device and staff to support at least one training day per week for a maximum of 12 students. 3.Flexibility of training availability, such as training multiple classes in one week on a bi-weekly or monthly basis instead of training one class every week. 4.Detailed information about mean time between failures, mean time to repair, and any major planned repairs during the period of performance that may cause an impact to the training schedule. 5.A ROM (general estimate of costs) to accomplish the technical capabilities, address what areas & percentage of work you would expect to subcontract with other organizations, if any. 6.All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, and e-mail address.
