Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA Medical Center, Perry Point, Maryland is seeking licensed, qualified A/E Firm to furnish professional services for the design of Project 512-13-320, Renovate Building 20H Medical Media. Firm shall provide all professional architectural and engineering services necessary to develop complete drawings, specifications, costs estimates, project phasing site visits, and construction period administration associated with renovating and modernizing the 8,000 SF Building 20H which houses Medical Media and the Information Resource Management Services (IRMS) computer servers, at the Perry Point Veterans Medical Center, within the constraints of the construction budget consistent with the VA Project Team goals as prioritized during Project meetings and field surveys. Conduct preliminary Project scope meetings and site survey investigations to develop the necessary elements for conceptual layout schemes with proposed alternatives consistent with the VA Project Team goals as prioritized during preliminary project meetings, field surveys, and studies. The intent of the Project is to modernize the areas and include, but not limited to: correct building envelope, provide central air conditioning by using/upgrading existing chilled water systems and integrating with the energy management system, upgrade heating systems and integrating with the energy management system, upgrade finishes, upgrade electrical systems, upgrade lighting systems, correct architectural system, upgrade plumbing systems, upgrade fire protection systems, upgrade life safety systems, modernize the facilities, asbestos abatement, and install drainage outside building to properly capture and convey storm water runoff. Overall, this Project is intended to correct Facility Conditions Assessment (FCA) deficiencies. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SMALL BUSINESS FIRMS, and the award of a firm-fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310, and the applicable Small Business Size Standard is not more than $7M average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $1,000,000 and $5,000,000. The selection of the A/E firms shall be in accordance with the Brooks Act and FAR Part 36.6. The following evaluation criteria in accordance with FAR 36.602-1 will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of local conditions and codes; (6) Firm being "Verified" in VetBiz as a SDVOSB or VOSB. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 100 miles radius of the VA Medical Center, Perry Point, Maryland 21902, and/or Perryville, Maryland 21901.
