- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ-IL-12-00003 Solicitation number RFQ-IL-12-00003 is being issued as a Request for Quotations (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. All responses from responsible small businesses will be fully considered. Set-aside Status The U.S. Environmental Protection Agency intends to solicit and award a firm-fixed price purchase order under Federal Acquisition Regulation (FAR) 13. This solicitation is a total small business set-aside. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing and the business size standard 500 employees. Requirement Description and Items This request is for a segment flow auto analyzer for use aboard R/V Lake Guardian and small boat use in tributaries and wetlands (http://www.epa.gov/glnpo/monitoring/guard/equipment.html). The auto analyzer must meet the following minimum requirements: 1.Analyze 60 samples/hour for orthophosphate with an MDL of 0.1 ug/L as P;2.Equipment must be capable of operating under conditions found on the Lake Guardian (http://www.epa.gov/glnpo/monitoring/guard/ship.html) Item Quantity Price Auto analyzer1 EAShipping/DeliverySHIPInstallation1 JobTraining 1 Job Interested vendors must include in their quotes, consideration for installation and training of the equipment on board the Lake Guardian. If shipping equipment, please include an estimated period of shipping after-receipt-of-order (ARO). Multiple quotes will be accepted if vendors have more than one auto analyzer model that meets the requirement. The following FAR provisions are applicable:FAR 52.212-1 Instructions to Offerors ? Commercial FAR 52.212-2 Evaluation?Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: method detection limit and ease of operation. Technical and past performance, when combined, are more important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Quoters that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. Additional Instructions and Evaluation Clearly identify a Firm Fixed Price per line item identified above at ?Requirement Description and Items?. Ensure to include a price for shipping. Please submit commercial product information with quote and the applicable warranty provided by the manufacturer.
