Description
Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole-source, firm-fixed price (FFP) contract to Raftelis Financial Consultants, Inc., 1031 S. Caldwell Street, Suite 101, Charlotte, North Carolina, 28203-5109. The award will be made under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source exists and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. FAR Part 13 procedures will be followed. Raftelis Financial Consultants (RFC) will be responsible for the following tasks related to redetermination of costs associated with ownership and operation of the utility systems at MCAS Beaufort, NAVHOSP Beaufort, and MCRD Parris Island: Information Review On-Site Meeting with Installation and NAVFAC Review of Price Redetermination Proposal Preparation of Pricing Analysis Tool Testing of Pricing Assumptions Assistance of Negotiation Position Development The period of performance will be for six months. The rationale that only one responsible source RFC exists is based on: RFC has specialized expertise in the area of utilities privatization regarding contract development and related economic models and analysis methods. RFC owns the proprietary model used to analyze the economics of Navy utility privatization projects. This model was used in evaluating firms for the original Beaufort/Parris Island award and should be consistently applied in order to accurately analyze the price redetermination. Any other contracted source will have to independently gather the data and perform initial analyses already performed by RFC. This is because the other contracted source could not rely on RFC's past analysis and recommendations without an independent data collection and review. In addition, the Government will have to facilitate any new contractor's data collection and then review and comment on the new contractor's analysis to ensure its quality, causing increased costs and time delays. The North American Industrial Code System (NAICS) code is 541618 with a size standard of $14 million in average annual receipts. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to maureen.hoesly@navy.mil. Telephone calls will not be accepted. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
