SOLICITATION NUMBER: NB684050-12-03284 RESPONSE DATE: May 11, 2012 CONTACT POINTS: Eric Bubar, Contract Specialist, (301) 975-3635 DESCRIPTION: The Department of Commerce, National Institute of Standards & Technology (NIST), Physical Measurement Laboratory has a requirement for four (4) tunable lasers for building a Fabry-Perot interferometer as a part of a new calculable capacitor. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. This acquisition is not set-aside for small businesses. BACKGROUND The Department of Commerce, National Institute of Standards & Technology (NIST), Physical Measurement Laboratory has a requirement for four (4) tunable lasers for building a Fabry-Perot interferometer as a part of a new calculable capacitor. SPECIFIC REQUIREMENTS CLIN 0001 Quantity: 4 The tunable lasers shall meet the following requirements: • The lasers must be continuously tunable over a range of 40 GHz. • The bandwidth of the laser frequency tuning must be at least 10 kHz. • The lasers must provide current modulation bandwidth at least 90 kHz. • The lasers must have low noise with optical signal-to-noise ratio larger than 75 dB • 3 lasers with the center frequency equivalent to a (vacuum) wavelength 1560.48±0.05 nm. Another laser with the center frequency equivalent to a (vacuum) wavelength 1064±0.05 nm • The laser linewidths must be 1 kHz or below. • Each laser must have an optical power output of at least 20 mW. • The laser output must be linearly polarized and provided by a single-mode, polarization-maintaining fiber with FC/APC output connectors. • Including low noise DC Power Supplies & Controllers CLIN 0002 Quantity: 1 Shipping and handling DELIVERY TERMS Delivery of all CLINs shall be no later than August 31, 2012.
