- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Thorlabs of Newton, NJ for numerous mechanical optical components to be used by the Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) has a requirement for Optical Components, including optical fiber lenses; iris diaphragms; adapter plates, etc. The mission of PML is to develop and disseminate the national standards of length, mass, force and shock, acceleration, time and frequency, electricity, temperature, humidity, pressure and vacuum, liquid and gas flow, and electromagnetic, optical, microwave, acoustic, ultrasonic, and ionizing radiation. Its activities range from fundamental measurement research through provision of measurement services, standards, and data. The mission of the SSD within PML is to develop and provide national measurement standards and services to advance physical science and technology in optical radiation, temperature, pressure, vacuum, flow, and related physical phenomena The Remote Sensing Laboratory of SSD requires specific optical components and other equipment components from Thorlabs, Inc. of Newton, NJ. The components are required to complete an integration of two custom NIST developed existing optical sensors, located in the NIST laboratory, into an operational, optical fiber coupled, field instrument for experiments in oceanic waters to study in-water instrument self-shading. Each individual component must be 100 percent compatible and be capable of interfacing with the existing custom NIST developed optical sensors. The proprietary design of Thorlabs components are the sole components capable of interfacing the existing sensors. The use of other manufacturer components would require the laboratory to completely re-design the sensors, costing the Government an extensive amount of money and time and hindering the mission of the SSD. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 18, 2012 will be considered by the Government.
