Please do not respond****** This posting is to announce the release of a request for proposal for the above mentioned campaign to eligible contractors on the Centers for Medicare and Medicaid (CMS) National Multi-Media and education Campaign (NEC), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The purpose of this task order is to obtain technical professional services for strategic planning, development and implementation of a national, integrated education campaign that promotes Electronic Health Records (EHR) and other forms of Health Information Technology (HIT) included in the HITECH Act, as well as the Physician Quality Reporting System and the eRx Incentive Program. Efforts are currently under way to better align the EHR Incentive Program with both the Physician Quality Reporting System and the eRx Incentive Program. The campaign shall educate health care providers eligible for the incentive programs and Medicare and Medicaid consumers on the importance of Health IT and how it leads to a more efficient and transparent health system through lower costs and increased quality, encouraging registration and successful attestation in the program to avoid payment adjustments in the incentives. Primarily, the campaign shall increase provider knowledge of the HITECH EHR Incentive Program, the Physician Quality Reporting System, and the eRx Incentive Program. As a secondary effort, consumer awareness of the upcoming trend toward EHR/eRx use and quality reporting by providers will be conveyed and trust of such technology shall be built into the campaign by instilling the importance of privacy and how their personal information will be protected in the adoption of Health IT. The campaign shall also educate and collaborate with state leadership and state associations to assure states are equipped with the necessary information to promote, support, and administer the HITECH incentive program to Medicaid providers, advance statewide HIT infrastructure and meet the Health Information Exchange (HIE) meaningful use criteria established by the Secretary through the rule-making process. This task order is expected to be completed within 12 months of award.
