Description
The US Environmental Protection Agency's (EPA) Office of Acquisition Management (OAM), under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a Request for Quote (RFQ) for the Office of Research and Development (ORD) to provide professional development workshops on clarity in written scientific communication. The EPA intends to issue a firm fixed price Purchase Order, inclusive of all travel costs, fees, and materials, resulting from the solicitation for this requirement. Prospective sources are reminded that an award can only be made to a vendor who is registered and in "active status" in the Central Contractor Registration (CCR) database. Registration in CCR requires a DUNS number, which can be obtained for free. More information regarding the CCR registration process and requirements can be found on www.ccr.gov. The RFQ will be posted on or about May 18, 2012 at the following site:http://www.epa.gov/oamhpod1/adm_placement/sapcbd/workshop.htm The draft Statement of Work is outlined below: I. Background and Objectives The National Center for Environmental Assessment (NCER) is responsible for writing many of the highly influential documents produced by the EPA?s ORD, including documents that provide the results of the health assessments of priority environmental contaminants needed by EPA?s programs and Regions to carry out their legislative mandates. Examples of NCEA written products are the Integrated Risk Information System (IRIS) and Provisional Peer Reviewed Toxicity Values (PPRTVs). IRIS assessments and PPRTVs provide EPA with hazard identification and toxicity values derived from quantitative dose-response assessment. These and other high priority documents are integral to ORD's human health risk assessment multi-year plan, producing peer-reviewed products used extensively by EPA programs, regional offices, and other parties to determine the potential risk to public health from exposure to environmental contaminants. Given the importance and high visibility of these documents, acc urate and clear written scientific communication is imperative to their success. As a result, NCEA has a requirement for scientific and managerial training and feedback on written communication that will improve the clarity and overall effectiveness of NCEA?s technical documents. II. Scope and Tasks In consultation with the EPA Contracting Officer Representative(s) (COR), the vendor shall conduct two, 3-day advanced scientific writing workshops for 12-15 people at two locations (Washington, DC and Cincinnati, OH) during August through December 2012, the exact dates of the training to be determined by EPA and provided to the vendor at least 30 days prior to the proposed workshop. The workshop should consist of both group lecture time and small group (both private individual mentoring and 1 to 2 individuals at a time) mentoring and writing critiques. The focus of the workshop should be on clarity and in written scientific communication. Optional Task. At the unilateral discretion of the government, two additional workshops (to be held shortly after the first workshop series) for 12-15 people each will be scheduled within six weeks of commencement of the option period. The scope and content of these two additional workshops is the same as that described in Task 1 above. However, the workshops will be held only in Washington, DC. III. Delivery Schedule The Contractor shall be responsible for delivering all written materials and professional services in accordance with the following proposed time schedule: Conduct two advanced scientific writing workshop including private mentoring sessions and 1-2 group sessions at a date TBD via technical direction provided by the COR(s). Optional Task. Conduct two additional advanced writing workshops including private mentoring sessions and 1-2 group sessions at a date TBD via technical direction provided by the COR(s) III. Management Control Procedures The EPA has determined that activities related to this contract come under the definition of advisory and assistance services and, as such, additional management controls have been added. The COR(s) is responsible for assuring compliance. All clarification and technical discussion between the EPA COR(s) and the vendor will be documented with email and/or other written correspondence. The vendor is required to report on prior contracts and current work that may present a conflict of interest at any time the conflict is known. These control measures will ensure that no activity is performed or products released without prior review and approval by the EPA COR(s).
