Description
The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The NIH Children's School at the National Institutes of Health, Clinical Center (CC) has a requirement for the continuation of instructional tutoring services for children ages 5 through 18, who are participating in clinical research at the NIH, CC and are hospitalized for prolonged periods of time and unable to attend a regular school program. The NIH Children's School population is based on a variety of active protocols which requires flexible staffing levels that will align for dynamic service needs. Services will be conducted in the most suitable environment for the patient: classroom, on a patient care unit, in the day hospital or clinic, or at the bedside. Approximately half of the students are in protocols that allow them to receive NIH Children's School services in the classroom or at the bedside; the other half receive NIH Children's School services on the pediatric behavioral health care unit. The educational services required must be acceptable and transferrable for appropriate credit by the home school district of participating patients. All services shall conform to the standards of the Maryland State Board of Education. Services will be provided between the hours of 8:00 am and 4:00 pm, Monday through Friday, excluding federal holidays. It is the intent of the government to procure services for 1- twelve month base year and 9- twelve month option years. Services will be performed at the NIH, CC. The applicable North American Industrial Classification System (NAICS) code is 611110 small business size standard is $7 million. Any vendor wishing to respond to this notice must furnish documentation demonstrating their ability to meet the requirement of the government. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The response should address their ability to provide qualified staff that can provide instructional tutoring services to maintain the patient's continuity of education; and, to be active participants in the multidisciplinary team that supports the overall care of the patients. Staff tha have taught in a hospital/clinical research setting are preferred. The response shall address their capability to assist patients who are diagnosed with mental disorders, physical diseases and are often terminally or critically ill. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information". Vendors must send written capability responses by May 18, 2012, 3:00 PM EST to the Contract Specialist at the following e-mail address spolk@cc.nih.gov.
