- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Graduate School USA is considered the supplier who can provide eLearning HR Career Courses for those HR employees impacted by a Transfer-of-Work (TOW) across DON ™s HR Community resulting in their HR Career discipline changing from one distinct functional area to another. The eLearning courses must cover detailed Federal Human Resources information, regulations, policies, mandate, etc; Graduate School USA was the only vendor found meeting the Classification (CLASS) and Federal Pay Options for Recruitment and Retention (PAYRE) requirements. In the case of CLASS, there were no other commercial providers found having an eLearning course adhering to the federal/HR requirements. Per the PAYRE course, the Graduate School USA ™s eLearning course if focused on the HR Specialist as opposed to a hiring manager or supervisor; the course is the only eLearning course found providing TOW impacted employees reassigned to hiring and staffing disciplines the ability to develop basic federal recruitment and retention policies and regulations which will be essential for them in support their Command missions. Without access/completing these courses, the DON will be unable to adequately train these individuals to (a) successfully complete the required classroom training for CLASS and PAYRE and (b) provide the employees with the essential HR skills necessary to take on the new position. The applicable North American Industry Classification Systems (NAICS) Code is 611430.
