Description
This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, Kansas Street, Natick, MA on behalf of the U.S. Army Natick Research, Development and Engineering Command, intends to award a sole source contract with Serco Inc. of 1818 Library ST. STE 1000 Reston, VA 20190-6276 for non-personal commercial services labor to strike twelve (12) large area maintenance shelters that are blocking access from the hangers to the airfield at FT. Campbell which inhibits the base from resuming normal operations. This proposed procurement is for commercial services labor for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2, Unusual and Compelling Urgency, where delay of award would result in serious injury to the Government. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is IAW FAR 6.302-2 Unusual and Compelling Urgency. The following verbiage is taken directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102 and FAR 6.305(b). The proposed acquisition must be accomplished through other than full and open competition because the mission requirements and flight operations, of the 160th Special Operations Aviation Regiment (SOAR) will be adversely impaired if the LAMS are not taken down immediately. BG Magnum has signed a memo requesting immediate support for this instant procurement. The twelve (12) LAMS are blocking access from the hangers to the airfield which inhibits the 160th from resuming normal operations. BG Mangum states "the location of the twelve shelters currently prohibits the 160th SOAR(A) from resuming normal operations." and that "there would be an adverse effect on support available to Special Operations Forces." if these shelters are not removed so normal operations may resume.
