- ATTACHMENT A SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION Digital Engine Electronic Controls, Circuit Card Assemblies, Fuel Pumps, Controls, Transducers, Air Pressure Controls among other items ACQUISITION OF REPAIR AND ENGINEERING SERVICES RELATED TO VARIOUS SUBSYSTEMS - Multiple weapons systems including but not limited to: (B-1, B-2, B-52, KC-135, C-130, E-8, F-15, and F-16) NAICS codes including: 336412, 336413 (Small Business Size Standard 1000 employees or less) Multiple Federal Supply Classifications including but not limited to: 14 FSCs: (1270, 1650, 1660, 1680, 2915, 2995, 3040, 4810, 5998, 6110, 6115, 6130, and 6620) See Attachment A for specific list of items (NIINs and Part Numbers) Agency/Office: Air Force Materiel Command Location: Tinker Instruments Commodity Council Air Force Global Logistics Support Center OC-ALC - (Central Contracting) PURPOSE: This is a Sources Sought Synopsis (SSS)/Request for Information (RFI) for market research purposes issued by the Instruments Commodity Council at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information on repairs and engineering services and to determine available sources of repair and engineering services related to the items listed in Attachment A, attached as a part of this announcement. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy. This is a Sources Sought Synopsis/Request for Information. There is no solicitation available at this time. Requests for a solicitation will not receive a response. We are seeking and are open to all types of small business participation. Disclaimer: This SSS/RFI is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS/RFI does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. The information received will be utilized by the Air Force in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this SSS/RFI. However, should proprietary information be submitted, it should be marked “PROPRIETARY”, and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Responses to this Sources Sought may or may not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one if issued. ATTENTION: Contractor must be registered with Central Contractor Registration to be eligible for contact award or payment from any DOD activity. Information on registration and annual confirmation requirements may be obtained via the Internet at http://www.ccr.gov or by calling 1-888-227-2423. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer listed below for resolution. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the SSS/RFI. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described potential procurement make contact with Hamilton Sundstrand Corp. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. The Instruments Commodity Council contemplates negotiating a six year contract for the repair of various components and for engineering services related to specific components to support various weapons systems. The proposed acquisition is expected to be for a three-year base period on a basic requirements contract, with one (1) three-year option. The contract is expected to include the pricing method of firm fixed price. The contract will not exceed 6 years. No technical data is available. Export Control provisions apply – requestor must have a verifiable DD2345 to receive export controlled data. The Government does not own data rights or cannot obtain the data. RESPONSES: Interested parties shall submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the below stated requirements. The capabilities package shall clearly present evidence the interested party is fully capable of providing the capabilities listed below, pertaining to Attachment A, and as such may contain any information that the interested party feels is relevant. All responders are requested to indicate if they are a large business, small business, small disadvantaged business, 8(a) concern or woman-owned small business. In addition, contractors will indicate whether or not their services are offered through the GSA schedule or any other government-wide acquisition contract. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting (CCR) System. The government may solicit firms meeting the screening criteria in this SSS/RFI. Responses shall address the following list as it relates to your organization’s capabilities and positions to provide the below items, for which information is sought: 1.Program Management a.Benefits of Single Focal Point – contractor establishes one primary program management focal point across all work centers and product lines. b.Benefits of Co-Forecasting of repair requirements between government and contractor c.Item Unique Identification (IUID) program per MIL-STD-130M compliance & tracking d.Obsolescence Management Program – establishes a process to keep the government informed as to the producibility of all repair requirements; additionally, how this program is utilized to determine the producibility of infrequently repaired items prior to solicitation for Administrative Lead Time reduction and preclude “NO-BIDS” e.Maximum utilization of small/disadvantage businesses – demonstrate how small/disadvantaged businesses are utilized in the performance of a contract. f.Implementation of a Value Engineering Program (VEP) – for repair cost savings sharing g.Critical Process/Material Management for production lead-time reduction and cost control h.Process to improve Responsiveness/Timeliness of pricing/re-pricing actions i.Repair Production Report – process for timely report of asset status, quantity on hand, including Commercial Asset Visibility-Air Force(CAV AF), and identify reasons for delay or issues j.Meetings –frequency, participation, and level of management involvement recommended to effectively communicate this program k.Please describe in detail the benefit of consolidating multiple repair and engineering service contracts (include discussion on level work-loading, reduced administration, improved communication). l.What are the pros and cons of a performance based availability program for high usage items where a certain level of availability is maintained at all times (i.e. 95% availability) m.Inclusion of add/delete clause for changing requirements. 2.REPAIR/OVERHAUL/REMANUFACTURING a.Pricing i.Pricing - please identify how CLINs should be structured that leads to best pricing/value ii.Which items should be FAR Part 12 versus 15 (by item) iii.Firm Fixed Price (FFP) iv.Price Breaks (Ranges) Best Estimated Quantities (BEQ’s) b.Maintenance Type (identify NIIN candidates by type, historical or expected quantities, and describe the work effort by type) i.Level of Repair – Tier 1, 2, 3 (1-minimum, 2-moderate, 3- major) describe level of proposed repair categories ii.Overhaul iii.Remanufacturing c.Shop Flow Days (SDF) Reduction (goal 50%) i.Items with 60 day or greater SFD (first priority) ii.Other items iii.Incentive paid for items with greater than 50% SFD reduction d.Availability Rate - 95% (within 48 hrs of request) – alternate performance measure e.Quality Improvement Projects to reduce Quality Deficiency Reports f.Repair Processes – Commercial Derivative Repair (CDR) methods or processes for high dollar repair items that are condemned (i.e. casting for pumps or housings) 3.Engineering Services – on/off-site engineering support to include redesign, drawings/specification revisions, engineering analysis/studies, Technical Order revisions, and organic depot support.
