Description
JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY 1. Identify the agency and contracting activity. This justification is executed by the Department of Veterans Affairs, Acquisition Service-Frederick on behalf of the Department of Veterans Affairs, Office of Policy and Planning (OPP). 2. Nature/description of the action being approved. The Government intends to negotiate a sole-source task order with Booz Allen Hamilton, Inc., in accordance with FAR 16.505(b)(2)(i)(B), to continue Functional Organization Manual Task Force support services provided under VA798-11-D-0122 VA798-11-0001. This work continues previous services but cannot be considered a logical follow-on in accordance with FAR 16.505(b)(2)(i)(C) because the original services were not competed. 3. Description of supplies/services required to meet the agency's needs. The Department of Veterans Affairs' (VA) functional organization manual task force was established to develop a standardized reference vehicle facilitating synchronized and coordinated actions by VA's administrations and staff offices to ensure optimal execution of VA's mission. The Functional Organization Manual that was developed outlines authorities, responsibilities, and the organizational structure for the Department. Additionally, the Functional Organization Manual Task Force (FOMTF) identified and defined appropriate roles, missions, and business processes within the Department to establish both a common understanding of, and expectations for, organizational responsibilities. The purpose of this task is to assist the task force in finalizing VA's Functional Organization Manual. The contractor shall provide leadership, project management, and technical support to finalize the Functional Organization Manual and interdependencies matrix. This includes additional IT support to expand the functionality of data repository, smoothing the organizational manual into a more consistent presentation, and providing additional project management support. This task order will have an estimated performance period of 4/24/2012- 7/23/2012 with no Option periods. The estimated value of this requirement is $150,000.00. FY12 funds are available. 4. Identification of the exception to fair opportunity and supporting rationale. In accordance with FAR 16.505(b)(2)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Booz Allen Hamilton is familiar and fully integrated into the FOMTF effort. The work builds off of and utilizes a data repository created, populated, and managed by the contractor. As such, the contractor is familiar with the repository, data, and system. The work requires editing and enhancing a document developed with the assistance of the contractor. The contractor is familiar with the content and context, including the intent and history of changes. The effort involves working with an extensive network of representatives from across the Department, relationships that are critical to success in the effort and already built by the contractor. 5. A determination by the Contracting Officer that anticipated cost to the Government will be fair and reasonable. The Contracting Officer will evaluate pricing and determine the price to be fair and reasonable before awarding the task order. 6. Any other supporting facts. None. 7. Actions the agency may take to remove or overcome barriers that led to the exception to fair opportunity. Any requests for additional support services to the FOMTF after completion of the manual will be reviewed for work that can be completed by other contractors.
