Description
SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, William Jennings Bryan Dorn Veterans Administration Medical Center, Columbia, SC is seeking qualified small business sources for a Long Term Psychiatric Care Requirement. This will be a firm-fixed-price contract. The purpose of this sources sought is to determine interest and capability of potential qualified small businesses relative to the North American Industry Classification code (NAICS) 622210 The Small Business Size Standard for this NAICS code is $34.5 M. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Requirement Description The Department of Veteran Affairs, Wm. Jennings Bryan Dorn VA Medical Center, Columbia, SC, is seeking qualified sources that can provide inpatient adult psychiatric care in Contractor facilities, for veteran patients referred by the Wm. Jennings Bryan VA Medical Center. The Contractor shall provide immediate long-term inpatient psychiatric care for patients requiring one-to-one, 24 hour care, seven days a week. One-to-One care is defined as a mental health professional assigned to one specific patient for the sole purpose of providing supervision to a single patient. The decision to refer patients will be made by the VA Psychiatric staff or the Chief of Social Work Services. During administrative business hours, the VA Patient Transfer Coordinator will contact the contractor and inform them of the need for admission. During non-business hours, this function will be performed by the Psychiatric Resident and/or the Administrative Officer of the Day at the VA Medical Center. Once accepted by Contractor, Patients will be sent on Emergency or Judicial Papers in accord with Section 44-17-410 or 580 Code of Laws of South Carolina as applicable. The Dorn VA will provide all required medical and psychiatric material necessary for the admission (and if applicable, judicial) process. The Parties will make available to the other, appropriate client/patient treatment, payment, and, healthcare operations information, both written and verbal, to include, but not restricted to, clinical and medication records, service plans, correspondence, admission and discharge data, and financial information. Any exchange of such information shall comply with all applicable federal, state, and local laws, rules, and regulations, including the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and Section 44-22-100, Code of Laws of South Carolina, as well as the policies and procedures of each organization. When preparing a patient for discharge, contractor shall make contact with the WJBD VA Medical Center, Director of Mental Health Services prior to the patient's discharge to arrange for follow-up appointments and medications. Contractor shall provide a seven day supply of medication at the time of discharge. The contractor shall ensure that care meets the health needs and promotes maximum well-being of VA patients. Care will be furnished to ensure total medical, nursing, and psycho social needs of VA patients. The care provided will include room, meals, nursing care, and other services or supplies commensurate with authorized level of care. Attention shall be given to motivating and educating patients to achieve and maintain independence in activities of daily living. Every effort shall be made to keep patients ambulatory and to achieve optimal level of self care. Authorized representatives of VA will provide follow-up supervision visits to veterans transferred to contractor. It is understood that those visits do not substitute for nor relieve the contractor in any way of the responsibility for the care and medical treatment of the veteran. Submission requirements for responses to this sources sought synopsis " Your intent to submit a quote for this project when it is formally advertised "Provide a copy of Central Contract Registration (CCR). Must reflect Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE), and Small Business Administration Certification of Small Business Type. "Name of firm with address, phone and point of contact. "Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SCO should be more than 5 pages in length. If inadequate responses are received, this solicitation may be issued for full and open competition.
