- The U.S. Army, 409th Contracting Support Brigade (409th CSB), Theater Contracting Center- Unit 23156, APO, AE 09227-3156, intends to award a noncommercial services bridge Base Maintenance Contract (BMC) for U.S. Army Garrison Stuttgart (USAG-S), and surrounding areas to include US Army Installation Areas, Army Family Housing, Unaccompanied Personnel Housing and leased facilities. This requirement will include all management, material, supplies, supervision, personnel, labor, facilities, transportation, general and specialized equipment, maintenance, repair, and minor construction. This is a Sole Source Synopsis published for informational purposes only. The Army will award a sole source bridge contract with a base period of twelve months. A twelve month bridge contract is needed to allow the Government sufficient time to award a follow-on Installation Maintenance Contract (IMC) contract and to allow for a necessary 60-day phase in period. The Army is currently preparing for the follow-on IMC contract. The follow-on IMC solicitation, W564KV-12-R-0017, will be competed under full and open competition. It is expected to be released on or about September 2012, with an anticipated award date of 1 April 2013. The follow-on contract will include a 60-day phase in period and full performance will begin 1 June 2013. The bridge contract is being awarded to prevent a lapse in service from 1 June 2012 until performance of the follow-on contract begins on 1 June 2013. The bridge will be awarded sole source because the size and complexity of the requirement necessitate a 60-day phase in period for the mobilization of equipment and materials, personnel assets, as well as the completion of background checks and other administrative procedures required for installation access purposes. The incumbent contractor, TM Stuttgart, is the only source capable of beginning performance immediately to meet the Government's needs without a significant and unallowable break in service. The bridge contract will be awarded on a sole source basis in accordance with FAR 6.302-1. This notice of intent is not a request for competitive proposals, however, responsible sources who submit a capability statement or proposal within fifteen days after the publication date of this synopsis will be considered by the Agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
