Department Drawing Management SystemSolicitation Number: R12SS80097AAnnouncement Type: Request for Information This is a REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a determination will be made whether or not to continue with the procurement under a separate solicitation announcement utilizing Federal Business Opportunities (FedBizOps). This procurement was previously announced under Sources Sought Announcement R12SS80046, IInterior's Drawing Management Solution and R12SS80097, Department Department Drawing Management System. The Department is looking to replace its current drawing management systems under a single award Indefinite Delivery-Indefinite Quantity (IDIQ) contract arrangement. The objective is to obtain software, software licenses, software maintenance, and support services such as configuration, implementation, and training support related to Drawing Management on a Task Order (TO) basis. This RFI is to request input from industry on the pricing schedule descriptions, quantity discounts, labor categories, and prevailing wage determination labor rates. Since the place of performance could potentially be at any Department or Bureau location within the United States and its territories, this RFI is to obtain input from the industry as to how to best determine labor rate pricing for such diverse locations. The inclusion of each and every prevailing wage determination may be overly burdensome to incorporate and to manage. Therefore, this RFI is to look for other innovative ways of pricing the applicable labor categories. One option that has been suggested is to add a percentage to the prevailing wage determination for each applicable labor category. For example: For a Computer Programmer I performing work in Lakewood, Colorado the pricing would be $17.81 based on Wage Determination 2005-2081, Revision 11 plus an additional 10%. This would allow the percentage to be applied to each individual labor rate for the Computer Programmer I no matter where the place of performance will be. Under this pricing scheme, offerors could conceivably propose different percentages for different labor categories. In additions, vendors are also invited to provide comments on the anticipated CLIN structure for the software, software maintenance, storage, and additional bandwidth for the SaaS solution. The current pricing structure is as follows: _______________________________________________SECTION B -- SUPPLIES OR SERVICES AND PRICES B.1PRICING SCHEDULE DESCRIPTIONS The following descriptions describe the responsibilities and qualifications for each labor category. B.1.1Task Manager Under general direction, responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. B.1.2Project Manager Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Recommends and takes action to direct the analysis and solutions of problems. B.1.3Program Manager Under indirect supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities. Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. B.1.4Senior Developer Analyzes and studies complex system requirements. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages software development and support using formal specifications, data flow diagrams, and other accepted design techniques. Interprets software requirements and design specifications to code, and integrates and tests software components. Estimates software development costs and schedule. May supervise a staff of programmers and/or other engineers. Works independently without direct supervision. B.1.5Junior Developer Analyzes and studies complex system requirements. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Responsible for implementing software from formal specifications, data flow diagrams, and other accepted design techniques. Interprets software requirements and design specifications to code, and integrates and tests software components. Works independently with minimal direct supervision. B.1.6Senior Trainer Identifies, develops, implements, and conducts training and instruction of technical-based subject matter related to computer hardware/software, communications, local and wide area networking, Internet, video, imaging, business processes, Government regulations, procurement/acquisition, strategic planning, etc., as required for a particular situation. Designs, develops, prepares and refines training curriculum and course materials for various classroom and other instructional environments. Capable of supervising Training Specialists in the instruction of individual trainees as well as whole classes of students in a variety of technical-based subject matter. Has indepth knowledgeable in the subject matters for which he/she is developing curriculum. B.1.7Junior Trainer Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. Prepares instructor materials (course outline, background material, and training aids). Prepares student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops and seminars. B.1.8Senior Systems Engineer Under general supervision, performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. B.1.9Senior Business Analyst Under general supervision, performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. B.1.10Senior Network Engineer Under general direction, performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative, and technical skills. Directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. Designs and prepares technical reports and related documentation, and makes charts and graphs to record results. Prepare and deliver presentations and briefings as required by the Task Order. May be required to serve as Task Leader. Responsible for ensuring the quality and services delivered for particular task(s) for which this skill is performing the Task Leader position. B.1.11Technical Writer Responsible for content of technical documentation. Checks author's document for spelling, grammar and content problems (e.g., missing instructions or sections; redundant or unnecessary sections). Accuracy of content may fall under this position or the programmer, depending on the expertise of the editor. Ensures that documents follow the style laid out in the organization's style guide. May also be responsible for maintaining the style guide. Suggests revisions to the style guide as appropriate. Editor is often a technical writer who has moved to this position. B.1.12Senior Operations Database Administrator (DBA) Participates in the design, creation, and maintenance of computerized databases. Responsible for the quality control and auditing of databases to ensure accurate and appropriate use of data. Works with management to develop database strategies to support organization requirements. Consults with and advises management on access to various databases. Works directly with applicaiton/development DBA to resolve data conflicts and inappropriate data usage. Directs the maintenance and use of the corporate data dictionary. B.1.13Quality Assurance Specialist Under general supervision, carries out procedures to ensure that all information systems products and services meet minimum organization standards and end-user requirements. Thoroughly tests software to ensure proper operation and freedom from defects. Documents and works to resolve all problems. Reports progress on problem resolution to management. Devises improvements to current procedures and develops models of possible future configurations. Performs workflow analysis and recommends quality improvements. B.1.14Junior Operations Database Administrator All activities described are under the supervision of a Senior Operations Database Administrator. Participates in the design, creation, and maintenance of computerized databases. Responsible for the quality control and auditing of databases to ensure accurate and appropriate use of data. Works with management to develop database strategies to support organization requirements. Consults with and advises management on access to various databases. Works directly with application/development DBA staff to resolve data conflicts and inappropriate data usage. Performs operations maintenance. B.1.15Senior Application/Development Database Administrator designs and creates computerized databases. Responsible for maintaining database models, performing routine data updates due to application errors or lack of application functionality to update database fields. Works with management to finalize architectural designs of database and data transport mechanisms. Works directly with users to resolve data conflicts and inappropriate data usage. B.1.16Junior Application/Development Database Administrator Under direct supervision from Senior Application/Development Database Administrator designs and creates computerized databases. Responsible for maintaining database models, performing routine data updates due to application errors or lack of application functionality to update database fields. Works with management to finalize architectural designs of database and data transport mechanisms. Works directly with users to resolve data conflicts and inappropriate data usage. B.1.17Senior Middle Tier Systems Analyst Proficient and comfortable working on multi-tier applications. Experience developing web sites and services. Experience working on scalable, high-volume, and Internet-facing Web sites. Experience with bug fixes, test cases and automation. B.1.18Junior Middle Tier Systems Analyst Under direct supervision from Senior Middle Tier systems analyst be proficient and comfortable working on multi-tier applications. Experience in developing web sites and services. Experience in working on scalable, high-volume, and Internet-facing Web sites. Experience with bug fixes, test cases and automation. B.1.19Resource Manager Under general direction, responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects resources. Takes projects from original concept through final implementation for resourcing. Interfaces with all areas affected by the project including end users, computer services, and client services. Develops detailed resource plans for integration into the project plan. Manages the integration of vendor tasks and tracks and reviews resource allocation. Provides technical and analytical guidance to project team from a resource perspective. Recommends and takes action to direct the analysis and solutions of problems for resource management.
