- The FAA is pursuing the issuance of an Other Transaction Agreement (OTA) for the redesign or optimization of an aircraft hand-held fire extinguisher to replace the portable Halon 1211 fire extinguishers currently utilized on civilian transport aircraft. The desired outcome is the lightest, smallest volume, and most practical canister design that will contain an Environmental Protection Agency (EPA) approved streaming agent on the Significant New Alternatives Policy (SNAP) list to replace Halon 1211. Substitutes for Halon 1211 include the following: HCFC-123 (FE-232); HCF-124 (FE-241); (HCFC Blend) B (Halotron 1); (HCFC Blend) C (NAF P-III); (HCFC Blend) D (Blitz III); (HCFC Blend) E (NAF P-IV); HFC-227ea (FM 200); HFC-236fa (FE-36); and C6-perfluoroketone (Novec 1230). In addition, this research effort includes any agents that have made application to the EPA's streaming agent SNAP list. The FAA will evaluate proposed alternatives for the portable Halon 1211 fire extinguishers based on the ability to meet various performance, environmental, and aircraft compatibility standards deemed essential by the FAA. Interested parties are requested to submit a hard-copy two (2) page technical summary on or before Thursday, May 24, 2012 to the following address/point of contact: FAA William J. Hughes Technical Center ANG-E211, Building 287Attn: Robert Morrison Atlantic City International Airport, NJ 08405e-mail: robert.morrison@faa.gov In addition (not as a substitute for the paper copy), an electronic version of the two (2) page technical summary in Microsoft word shall be sent to sharon.spector@faa.gov with a copy to robert.morrison@faa.gov. Electronic copies shall not have a security protection requirement to obtain a password or an authorization from the offeror prior to opening the file. There is no specific format for the two page technical summary; cover letters shall not be considered to be in excess of the two page requirement. At a minimum, the technical summary shall contain the following: a. Documentation for SNAP agent approval or agent formula for evaluation by the EPA's SNAP office.b. Substantiation that the offeror can meet the capabilities set forth in Advisory Circular AC 20-42D "Hand Fire Extinguishers for Use in Aircraft", dated January 14th, 2011. Fourteen (14) days, i.e. Thursday, June 7, 2012, after receipt of two page technical summaries, the FAA will respond to offerors in one of three ways: a.Request for the submission of a formal technical proposal and detailed cost proposal.b.Request for the submission of a formal technical proposal and detailed cost proposal provided certain changes and/or conditions are met.c.Rejection of technical summaries. If requested to submit a formal technical proposal, the formal technical proposal shall not exceed 50 pages and should be submitted to the above-designated address/point of contact within thirty (30) days after the date of the FAA e-mail requesting submission of a formal technical proposal. In addition (not as a substitute for the paper copy), an electronic version of the formal technical proposal in Microsoft word shall be mailed to robert.morrison@faa.gov. Electronic proposals shall not have a security protection requirement to obtain a password or an authorization from the offeror prior to opening the file. Additional formal technical and cost proposal requirements will be specified in the FAA e-mail requesting submission of a formal technical and cost proposal. Formal proposals will be evaluated in the areas listed below in descending order of importance: a.Technical meritb.Past Performancec.Corporate/Management Experience Cost and cost realism will be evaluated as acceptable or unacceptable only. The period of performance will be twelve (12) months. The FAA reserves the right to award no agreement, one agreement, or multiple agreements based on its evaluation of the technical proposals received. Under no condition will any agreement resulting from this announcement exceed $100,000.
