Description
Composite drawing of 36 MDG Clinic Lighting Layout for building number 26001 & 26009 Reflected Ceiling Plan This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation FM524012730099 is being issued as a Request for Quotation (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 335122 and the small business size standard is 500 EMP. The following commercial items are requested: CLIN 0001 - Quantity - 1 each - Lighting Control System - Areas Covered: Bldg. 26009 CLIN 0002 - Quantity - 1 Each - Lighting Control System - Areas Covered: Bldg. 26001 1) Minimally, this system must meet the following criteria: a) Be scalable b) Be centrally controlled via a built-in web server with web-based interface c) Be able to operate independently of the Internet d) Alarm for any situation outside programmed operating parameters e) Be able to independently control LED, florescent, HID and most other light fixtures that are driven by either standard on/off, dual channel or dimmable 0-10V ballast/drivers and capable of relay control of a whole lighting circuit or branch. f) Control of light fixtures/circuits, any nodes/sensors and central monitoring system with Class 2 wiring (Cat 5/6 or multi-pair 18-22 AWG) g) Provide a minimum manufacturer's full warranty covering 100% parts from the date of system commissioning for a period of at least 3 years. h) New replacement parts (form-fit-function compatible) to be made available for at least 5 years from the date of manufacture i) Room dimming devices compatible with an MP-1, single gang mounting plate bracket, capable of whole room dimming or partial room dimming/scene control for conference rooms. j) Sensor/node network that is capable of: i) Automatic dimming control to implement energy saving strategy through the use of daylight sensors ii) Light level sensor grid that can be used to enable per-fixture daylight harvesting iii) Motion detection grid sensitive to movements of 12 inches or less at desk height in office/work space areas. Compatible with ceiling heights of 8-14 feet k) System software capable of: i) Provide browser-based software to control lights. Configurable elements must include: (1) Add / Delete Room or Location (2) Enable / Disable Daylight Harvesting (3) Allow different configurations of system parameters for daytime, nighttime, weekend day, weekend night and holiday schedule (4) Sensor Enable / Disable ii) Provide graphical user interface (GUI) for local and remote access to the control system insuring iii) System configuration archival to store and recall previous system configuration settings iv) Provide capacity to store benchmarking and performance data, and data storage for settings, configurations, and various data on the lighting controls network with automatic export capabilities to Excel. 2) The scope of this system will cover 77 rooms/lighting circuits. The rooms and hallways must have sensor grids capable of turning the lights on during non-duty hours with minimal motion (defined above) for a programmable time frame and hallways require the ability to turn on the hall lights if someone steps into a hall from any room attached to the hall. 3) Additionally it would be highly advantageous if the system was capable of: a) Providing integration to Building Automation Systems via BACnet protocol b) Historical performance data should be downloadable for off-system archiving c) Dimming range from [5%] to 100% of power input and [1%] to 100% of light level for LED fixtures d) Provide space utilization data via downloaded data file or Web services interface e) Measure per-LED fixture current and voltage to enable accurate per-fixture power metering f) Be able to remotely power and control LED fixtures via Class 2 wiring scheme outlined above.
